EXECUTIVE SUMMARY
Recommendation to expand the Veteran Recognition Banner Program under similar guidelines as
those established by the Board of County Commissioners on October 27, 2015. (Commissioner
Hiller)
OBJECTIVE: To recognize military veterans for their service and sacrifice by authorizing the
placement of veteran recognition banners at Board- approved sites across Collier County on designated
holidays.
CONSIDERATIONS: On October 27, 2015, Agenda Item 11C, the Board of County
Commissioners (Board) established guidelines for placing veteran recognition banners on public
property, an initiative of Collier County Honor Flight, Inc., a Florida not - for -profit corporation. This
public - private partnership produced a particularly memorable Veterans Day for 2015 by placing 36
veteran recognition banners at the Fred W. Coyle Freedom Park.
Recognizing and honoring local combat veterans is both appropriate and laudable. In recognition of
their service and sacrifice, it is requested that the Board expands the Veteran Recognition Banner
Program under the following parameters:
• No more than 50 veteran recognition banners may be placed at any Board - approved location;
• Designate one sight per commission district, such as Eagles Lake Community Park (Dist. 1),
North Collier Regional Park (Dist. 2), Golden Gate Community Park (Dist. 3), Fred W. Coyle Freedom
Park (Dist. 4), and Immokalee Community Park (Dist. 5);
• Banners identifying a veteran and depicting his or her image must be devoid of any advertising
other than recognizing the veteran's sponsor;
Veterans biographies must be referenced and linked through the County website;
• Staff labor in mounting and removing the banners will be at the County's expense, all other
costs will be incurred by the private nonprofit entity;
• Banners may be placed in commemoration of Veterans Day, Memorial Day and July 4th;
and
• Banners will be displayed no more than 14 days prior to and 14 days after each of the
aforementioned holidays.
In addition, private entities are encouraged to participate in the program and display veteran recognition
banners on their own property at their own expense for the periods outlined above. Veteran recognition
banners devoid of advertising, other than recognizing the veteran's sponsor, will not require a County
permit.
FISCAL IMPACT: The estimated cost for staff to install and remove one banner is $87.00.
GROWTH MANAGEMENT PLAN (GMP) IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
