EXECUTIVE SUMMARY
Recommendation to acknowledge and approve the "HITS Triathlon Series" event to take place in
Collier County on January 9th & 10th, 2016, including evening hours, and approval of Tourist Tax
Category "B" funding to support an upcoming FY Sports Event Assistance Program and make a
finding that this expenditure promotes tourism.
OBJECTIVE: To have the Board of County Commissioners (Board) acknowledge and approve
the "HITS Triathlon Series" event to take place in Collier County on January 9th & 10th, 2016,
including evening hour activities, and to approve funding support as a valid tourism promotion.
CONSIDERATIONS: The "HITS Triathlon Series" has been a successful athletic event in
Collier County for the past four years. The event consists of various segment lengths for
participants including up to 2.4 miles of swimming, 112 miles of bicycling, and 26.2 miles of
running. The full length participants may still be active into the evening hours, which could be
as late as midnight. The evening hours are necessary to complete the event. Night participants
are required to wear headlamps (to see and be seen) as well as reflective tape. The event takes
place in January in northern and eastern Collier County. The promoter coordinates with the
Parks & Recreation Division for the transition and staging site. The promoter hires the Collier
County Sherriff s Office to manage the Maintenance of Traffic (MOT) and monitor public
safety. The promoters anticipate 1,000 plus participants for January 2016.
The previous event received a few complaints involving temporary street closures and
community impact. We have discussed these issues with the promoter and the Sherriffs Office.
In order to better inform the public, the promoter will advertise with Variable Message Boards
on the main travel routes, and via advertisement in the Naples Daily News identifying the routes
to be used in the Triathlon for a period of one week prior to the event. The event organizer will
also contact Connie Dean, Collier County Public Information Coordinator to request that she
issue a "Road Alert" to local media. The event organizer will also contact a local community
representative to request assistance with notification of various property owners associations in
the Bay Forest neighborhood.
We want the Board to be fully aware of the event and the activities to be held during the evening
hours (as late as midnight) to prevent any future public impact concerns that may arise. This
activity brings visitors, commerce, and dollars into Collier County. Right-of-Way Permitting has
advised the applicant of the requirements for permit approval. Staff has also met with the
Sherriffs Office to discuss their plans for the event.
The promoter has asked for funding assistance through the BCC approved Collier County
Tourism Sports Event Assistance Program (approved on 3/10/15 Agenda Item 16F4.). All
Sports Grants are reimbursable if they meet the requirements as stated in the application. The
application was reviewed by the Sports Marketing Division and the recommendation below is
supported by the projected number of hotel room nights generated for the event and projected
future growth of the event.

Groups that are approved for funding from the Sports Event Assistance Program are required
to comply with the Program Guidelines as approved by the BCC. Each event sponsor is
registered to do business in the State of Florida. The Tourism Department Sports Marketing
team will advise each group of the approved grant amount award with a letter outlining the
authorized use of the funds for the event marketing purposes and site and event operating
costs.
FISCAL IMPACT: Funding in the amount of$6,500.00 for support of this event and this
program is included in the FY 16 BCC approved Tourism Department budget and marketing
plan using Fund 184. All expense reimbursements will be determined after the event
promoters supply the Post Event Report with the required proof of those expenditures. The
required Right-of-Way permit fee is $200.00.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
ADVISORY BOARD RECOMMENDATION: The Tourist Development Council
recommended approval of this item 8-0 at the October 26, 2015 meeting.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and
requires a majority vote for Board approval.—CMG

CONDITIONS OF PERMIT
1. This permit must be kept on the work site and be available upon request or prominently displayed.
2. Permits are required for all work performed In any rights-of. ay or easements welded for public use in the unincorporated area of Collier County and in those
public rights-of-way or easements,which are maintained by Collier County,but lie within municipal boundaries.
3. When permitted facilities are placed within a public right-of-way or easement,the installation is for permissive use only and daring of facilities shall not operate to
create or vest any property rigid in the associated right-of-way or easement to the pertnitee. Furthermore,the permittee shall be responsible for maintenance of
such fadfities until they are removed,unless otherwise specified.
4. All materials and equipment,Inciudmng Maintenance of Traffic(MOT)and equipment placement,shall be subject to inspection by the Growth Management Division.
5. Requests for pre-inspections shell be made 72 hours prior to commencing work requiring inspection.
6. No lane closures will be permitted between the}aunt of 7:00—9:00 A.M.and 3:30—6:30 P.M.
7. Prior to construction,the Contractor/Perrnittee shall submit a Maintenance of Traffic plan(MOT)for any construction project involving work or activity that may
affect traffic on any County street, roadway or bikepathhiidewaik The MOT must be signed by either a Professional Engineer or person certified by the
International Municipal Signal Association (IMSA) if affecting Arterial or Collector Roadways, unless waived by the Growth Management Division, Road
Maintenance Department The driveway fill and driveway culvert including soil erosionlsedlmentation control measures must be installed prior to the start of any
earth moving construction activity with drainage plans,culvert size,soil erosion/sedimentation controls,elevation offset,and ditch slope designed and certified by a
licensed engineer for all commercial projects.
8. During construction the Contractor/Pemettee shall comply with the'State of Florida Manuel of Traffic Control and Safe Practices for Street and Highway
Construction,Maintenance,and Utility Operations'and with the'Manual On Uniform Traffic Control Devices'and with all other governing safety regulations and
shall maintain the approved site drainage plan and soli erosia lsedlmentation control plan.
9. The Perrnittee shall hold the County harmless and the County shall be relieved of all responsibility for any damage or liability of any nature arising from work
authorized and performed under this permit
10. All crossings of existirng pavement shall be made by ladling and boring at a minimum depth of thirty-six inches(35'),unless otherwise authorized by the Growth
Management Division for good cause shown.
11, Al overhead installations must meet a minimum four foot separation to communication lines(both vertically and horizontally),minimum seven foot separation to
guys(both vertically and horizontally)and minimum ten foot separation to neutrals(both vertically and horizontally),and meet and/or exceed all other OSHA
requirements as may be determined by OSHA clearance requirements ardor formulas relevant to overhead lines deerances andfor separations requirements
(both vertically and horizontally).and all underground crossings shall be placed at a minimum depth of thirty-six inches(36')below the pavement andfor a
minimum depth of twenty-four inches(24)below the designed roadside ditch or aware invert Primary cable(voltage exceeding 500 volts)shall have minimum
thirty-six(36')cover. Secondary cable(voltages less than 500 volts)shall have a minimum thirty-inch(30')cover. Exception may be made by authority of the
Growth Management Division for good cause ahem.
12. Two prints of the proposed work covering details of this installation shall be made a part of this permit If additional plans are required,they shell become a part of
this permit.
13. Following completion of all permitted work,grassing and/or seeding shall be required for any disturbed rights-of-way.
14. All property disturbed by work authorized by this permit must be restored to better than,or equal to,its original condition,and to the satisfaction of the County.
15. Whenever deemed necessary by the County for the construction,repair,maintenance,improvement,alteration or relocation of applicable right-of-way or easement
and when so notified by the County,any or all poles,wires,pipes,culverts,cables,sod,landscaping,driveways,sprirtdera,or other facilities and appurtenances
authorized shall be removed from said right-of-way or easement,or reset or relocated thereon as required,to be installed by this Permit,and at the expense of the
permlttee,his successor,or assign.
16. When the permitee,or his successor,or assign is notified of a need for construction,repair,maintenance,Improvement,alteration of or relocation within the right-
of-way or easement and no action is taken by the responsible party within the time frame specified by the County,the County shall cause the permitted work to be
altered,relocated,or removed,with the total expense being borne solely by the pemitttee or the responsible party.
17. Permita shall generally be in a form approved by the Board of County Commissioners and shall include the time of commencement,the number of days the job is
expected to take.and the approximate date of completion. The permit will expire ninety(90)days after the designated completion date,unless authorized in the
epedfic instance for a longer or shorter period. if the work has not been completed by the expiration date,there will be a renewal fee,set by Resolution,payable
upon extending the expiration date for an additional ninety(90)days.
16. All correspondence regarding construction procedures will be through the permlttee,or his authorized agent or consultant, and not through any contractor or
subcontractor.
19. If there are any lane closures or work that will impede normal traffic flow. The permit holder is obligated to inform the road alert coordinator at 239-252-6192 and
the ROW Permit Section at 239-252-5767,three working days prior to construction,

prior to any and all daily work to be perfumed throughout the entire length of construction or Maintenance projects. Any rescheduling of work shall be provided in
writing. All underground facilities must be located prior to construction.

Description of Event
The Event consists of Triathlon races that will take place on Saturday and Sunday, January 9-10,
2016 with event check-in to commence on Friday, January 8,2016. The Event is being produced
by HITS, Inc., located at 319 Main Street, Saugerties, NY 12477, as part of its nationwide HITS
Triathlon Series.
There will be five triathlon competitions, all of which will include swim, bike and run components.
Set up for the event will take commence on Thursday,January 7,2016 and continue on Friday,
January 8,2016. Two of the triathlon competitions will take place on Saturday, January 9, 2016
and the remaining three competitions will take place on Sunday, January 10,2016. Take-down
will take place on Monday, January 11,2016.

There are no road closures or detours proposed for the race with the exception of minor streets in
Ave Maria, FL. Race organizer is working with officials in Ave Maria to close an unnamed street

between Pope John Paul ii Blvd and Milano St and the westbound lane of Pope John Paul ii Blvd
between an unnamed street and Annunciation Circle.These proposed closures will have little to
no effect on residents and businesses.
Railroad Crossings
None
Pre-event Public Notification
Sheriff's Office has placed Variable Message Boards on main roadways of the race routes. Event
organizer will place an ad in the Naples Daily News for one week prior notifying the public of the
event and identifying the roads used. Event organizer will contact Connie Deane, Public
Information Officer(239-252-8365)to request that she issue a"road alert"to local media. Event
organizer will contact Doug Fee(239-513-1040); feegrour aoi.com)to request assistance with
notification of various property owners associations in and around Bay Forest neighborhood.
Event Day Communications
Communications will be accomplished primarily with cell phones. The Collier County Sheriffs
Office will establish a Command Post. All emergency communications and status updates will
flow through the Command Post.
Emergency Services
Event organizer will have an ambulance and EMT's at Vanderbilt Beach from 7:00 AM to 9:30 AM
on Saturday and from 7:00 AM to 9:00 AM on Sunday. Thereafter EMTs will be on hand at the
transition area until the conclusion of all races for each day. See Emergency Medical Action Plan
for expanded description of EMS services.
All staff members and volunteers will be given cell phone numbers for key members of event
management. Situations requiring an emergency response will be communicated by radio and/or
cell phone to a designated member of management,who will then alert emergency services
personnel.
Water Safety
During the swim there will be at least one certified lifeguard for every 50 swimmers in the water.
Each lifeguard will be issued a kayak or paddle board. Based on maximum projected attendance,
there will be no more than 15 paddle craft in the water at any one time. Additionally, there will be
a rescue boat with an operator and a diver provided by North Naples Fire and Rescue.
Spectator Control
Spectators will largely consist of family and friends of event participants, who will be located in the
park at the start and finish line of the competition. Staff, including the event announcer will be
diligent in keeping the course clear of spectators and will employ the use of barriers as
necessary.
Pavement Markings
There will be no pavement markings. Bicyclists and runners will be separated from motor vehicle
traffic with traffic cones. Information and directional signs for participants will be on folding sign
boards.

Event Day Roadway Signing for Event Participants
Informational and directional signs will be located along the race courses to assist the
participants. All signs will be located well off the traveled roadway and shoulder. Signs that are
set up adjacent to sidewalks on the Run Course will be located well off of the sidewalk so as not
to obstruct runners or other pedestrians. Event signs include the following:

Aid Stations
Aid Stations will be located every 10 miles on the Bike course and every 1.5 miles on the Run
course. All I Aid Stations will have water, energy drink,energy bars,gels and fruit. All Aid
stations will include an 8'table,two chairs and a 10'x 10'pop-up tent. Aid Stations at mile
marker#3 and#6 on the Saturday Run course may include portable toilets.
All items associated with the Aid Stations will be located well off the roadway. Staff and
Volunteers manning the Aid Stations will be instructed to stay well off the roadway and not
permit athletes to stray into any portion of the roadway. Extra care will be taken in the vicinity
of the Bay Forest residential subdivision.
Runners Competing after Dusk
All participants competing in the Full distance race have until Midnight to complete the race. All
participants who are still on course after dusk will be issued headlamps to both illuminate the
surface they are running on and to enhance visibility. Most racers also wear highly reflective
clothing as an added measure of personal safety. We will remind racers of the need to be visible
in the written Athlete's Guide that is emailed to alLparticpants and in the mandatory Racers'
Meeting on the day before the race. Additionally,we will issue ANSI Class I reflective vests to all
racers who will be on the course after sunset and will have glow sticks and/or glow necklaces
issued by staff and volunteers at each aid station for any racer that needs or wants one.
Event Support Vehicles
• Motorcycle accompanying the lead cyclist of each race distance
• Follow vehicle to trail last Full cyclist on Saturday,January 9,2016 and last Olympic

Collier County Tourism
Sports Event Assistance Application
PURPOSE:
This document sets forth the guidelines and categories for requests for funds to support
Sporting/Sports Events using Tourist Development Taxes. Applications will be accepted
from organizations that plan to sponsor and promote sports tourism events within Collier
County that will bring substantial numbers of visitors to the County.
FUNDING ELIGIBILITY
The intent of this Sports Events Assistance Program is to provide funding assistance for
events that will attract overnight visitors to Collier County and impact the commercial
lodging industry, hotels/motels, campgrounds, condominiums as well as restaurants,
retail establishments and other businesses. To be considered for funding, the following
criteria have been established:
1. The sports/ sporting event must have the potential to bring or have had past
history of attracting out-of-county visitors.
2. Applicants must agree to provide a marketing/promotions plan that promotes
Collier County through advertising, promotion, PR, digital media and websites,
and to utilize Collier tourism logos in those promotional efforts where possible.
3. Applicant must provide projected visitor impact and track visitor hotel usage.
4. The event participants are encouraged to use commercial lodging establishments
within Collier County.
5. The event organizers must provide the necessary Liability, Medical, Workers
Comp Insurance Coverage as required by Collier County.
6. Each applicant must sign the Certification and Compliance page of the
application.
Applications will be evaluated using the following criteria:
• Projected room nights generated by overnight event visitors.
• Proposal indicates the potential or shows previous evidence to generate future
leisure or group meeting visitation to Collier County for overnight stays in Collier
County commercial lodging.
• Proposal contributes to the overall appeal of Collier County as a preferred visitor
destination through its sports event offerings.
• Proposal fits into overall marketing plan of the Tourism Department.
• The event marketing/promotions plan is well-defined and thorough and reaches
the Tourism Department target markets outside Southwest Florida.
• The intended use of tourist tax funds must fall within the scope of the sports
events program eligibility listed above.

TYPES OF EVENTS:
Sports events should have a history of, or the potential to, attract out-of-county visitors,
either as participants or spectators, generating room nights. Sports Events are defined
as organized tournaments or events that provide athletic competition or training to
participants, and entertainment to competitors, spectators and media.
GUIDELINES:
1. Applicants must make the project or event accessible to the public and comply
with State and Federal regulations.
2. Advertising and promotional campaigns supporting events must target markets
outside of Collier County media such as broadcast, web and regional print and
distribution.
3. To be considered for reimbursement collateral materials and print and broadcast
advertisements must identify the Collier County tourist development tax as a
source of funding. All promotional materials should contain the verbiage "A
cooperative effort funded by the Collier County Tourist Development Tax"and/or
display the CVB logo and website (www.paradisecoast.com ) and the sports
specific website (www.athletesinparadise.com)where possible including all '
printed materials, television ads or digital and website promotion.
4. Use of Funds - Florida State Statutes 125.0104 section 5(A) 2 states that
Tourism funds must be used to promote and advertise tourism in the State of
Florida and nationally and internationally; however, if tax revenues are expended
for an activity, service, venue, or event, the activity, service, venue, or event shall
have as one of its main purposes the attraction of tourists as evidenced by the
promotion of the activity, service, venue, or event to tourists.
5. Failure to track room nights and visitor information will affect both the current and
future funding requests.
6. The event must achieve at least 80% of the applicant's projected hotel room
nights to receive the full amount of the grant award. If the actual hotel room
nights are less than the estimate, but still generate some room hotel room nights,
the final award payment will be pro-rated based on the percentage of actual hotel
room nights achieved.
7. In order for funds to be considered for reimbursement, the grantee must
complete and submit the post event report including documentation of the
number of hotel nights generated by the event. The grantee must provide proof
of the eligible expenditures with payment records such as credit card, bank
processed check records, or bank statements.

8. Allowable Promotional Expenses:
a. Promotions, marketing and programming expenses to include paid
advertising, print advertising, on- line advertising and promotions,social
media platforms, production expenses and must target markets outside of
Southwest Florida.
b. Field rental fees, rental fees, permit fees, site fees (rentals, contracted
help, insurance) sanctioning fees, rights fees directly related to the
funded event.
9. Non-allowable Expenses
1. Administrative or general expenses.
2. Building projects or permanent equipment expenses.
3. Hospitality and or social events, fundraising costs/functions.
4. Expenses and debts not related to event.
Tracking Visitors and Event Impact
Event organizers receiving tourist tax funding assistance must track visitors using a
special tracking forms or surveys and complete and provide Collier County with a post
event report on those results. Event promoter or rights holder will be required to collect
these forms from all participants and teams participating in the event. The Sports
Marketing Department has forms available for use by event promoters.
Review Process
1. Applications will be reviewed by the Sports Marketing Staff of the Collier County
Tourism Department and recommend funding for the event based on overnight
accommodations projections.
2. Applications must be received 60 days prior to event in order to be considered for
funding assistance.
3. All funding will be based on the availability of sufficient tourist tax revenue to fund
the event assistance.
Grant Request Funding Levels
Events will be considered for funding assistance based on the potential hotel room
nights generated from the event. If the Sports Marketing Staff feels the projected
room nights are unrealistic, they may adjust the funding level accordingly. The
following chart serves as a guideline for funding. Funding consideration will be
based on submitted budget and eligible expenses.
