EXECUTIVE SUMMARY
Recommendation to approve Airbus Helicopters, Inc. as the sole source provider of parts for the
County's air ambulance helicopter for a period of five(5)years ending September 30,2020.
OBJECTIVE: To provide for the safe and effective operation of the Airbus EC135, EMS
rescue helicopter.
CONSIDERATIONS: The Federal Aviation Administration (FAA) Type Certification
Requirement states that parts for helicopters must come from a factory authorized provider.
Airbus Helicopters, Inc. is the manufacturer of the County's air ambulance helicopter and is the
only approved sales representative in the United States for Airbus parts. Airbus is extending the
County a 10% discount on all parts, and work will be awarded using County-issued purchase
orders.
Pursuant to the Board's Purchasing Ordinance Number 2013-69, Section 9D (Exemption for
Single Source Commodities), as amended,the Procurement Director certifies that the purchase of
these parts are in the County's best interest and that the sales representative is the only vendor
ready, willing and able to meet the County's requirements.
FISCAL IMPACT: Funds in the amount of$200,000 are budgeted for helicopter parts for FY
2016. The historical spend for helicopter parts is $150,000 annually.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting
from this action.
RECOMMENDATION: That the Board of County Commissioners approves Airbus, Inc. as the
sole source provider for EMS helicopter parts for a period of 5 years ending September 30, 2020,
and authorizes staff to procure parts pursuant to a County-issued purchase order on an as needed
basis.

Airbus Helicopters, Inc., a wholly-owned subsidiary of Airbus Group, Inc., is the sole
sales representative of Airbus Helicopters S.A.S. (and its German subsidiary, Airbus
Helicopters Deutschland GmbH) in the United States for Airbus Helicopters parts for the
EC135 (now known as the 11135) model helicopter and is the only entity in the United
States that is authorized to purchase such parts from Airbus Helicopters S.A.S or Airbus
Helicopters Deutschland GmbH, the Type Certificate Holder for the EC135/H135.

Instructions
Completed waiver requests must be submitted to the department's procurement professional for any amount above
$3,000.
Purchases above$3000 require three quotes or formal competition. The department must provide justification to
Purchase to request consideration to waive the competitive purchasing process and purchase from a
single vendor. Waivers of greater than $50,000 will require approval by the Board of County
Commissioners. To qualify for a waiver: select a waiver category, provide an explanation of the research
conducted and the supporting rationale, and acquire the approval signature from your director. Send the waiver
request, any research information and contract materials to your purchasing professional in Purchasing.

the manufacturer naming the single source authorized distributor(s)in the southwest Florida region.
It is a felony to knowingly circumvent a competitive process for commodities or services by
fraudulently specifying sole source. Florida Statute 838.22(2).
