EXECUTIVE SUMMARY
Recommendation to reject all vendors' bids for Invitation to Bid#15-6474 Medical Oversight of the
County's Occupational Health Program (Part A)and Employment Physicals&Drug Testing (Part
B).
OBJECTIVE: To re-issue a modified solicitation for the Medical Director for Collier County and
Employment Physicals &Drug Testing.
CONSIDERATIONS: Collier County Government uses a contracted medical services provider to act as
the Medical Director over the Occupational Health program staff, to evaluate designated post job offer
candidates, and to provide active employee physical evaluations and required drug testing as needed. ITB
#15-6474 was issued on June 23, 2015, soliciting vendors for the Medical Director and Employment
Physicals & Drug Testing for Collier County. Notices were forwarded to six hundred eighty eight (688)
email addresses, nineteen (19) solicitation packages were downloaded, and three(3)bids were received.
Upon presentation of the apparent lowest responsive awardee to the Board at the September 8, 2015
meeting, concerns were raised, and the Board directed staff to review the concerns and negotiate with the
second low bidder. Following the meeting, staff reviewed the solicitation document,the services required
by the County, all offers tendered and the concerns raised by the Board.
Staff believes that it is in the County's best interest to reject all responses received from the vendors, and
reformat the solicitation document so as to better represent the types of services and the price selection
methodology; and requests approval from the Board. Staff is also requesting that the Board extend the
current agreement for an additional 90 days for a total of 180 days to permit staff to resolicit services.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact in approving this
Executive Summary.
LEGAL CONSIDERATION: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
RECOMMENDATION: That the Board of County Commissioners rejects all vendors' bids for
Invitation to Bid#15-6474 Medical Oversight of the County's Occupational Health Program (Part A) and
Employment Physicals &Drug Testing(Part B) and approve an additional 90 day extension of the current
extended agreement to permit a resoliciation of services.
