EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid No. 15-6483 to Quality Enterprises USA, Inc., for
construction of the "East Naples Community Park Soccer Field," in the amount of $573,641,
approve the necessary budget amendment, and authorize the Chairman to execute contract.
OBJECTIVE: To build a soccer field at East Naples Community Park.
CONSIDERATION: The Board of County Commissioners approved funding to improve a section of
East Naples Community Park to add a soccer field during FY 15 budget. The soccer field is needed due
to the number of children who play soccer in this community. The Division current inventory has (1)
soccer field at East Naples Community Park and (2) soccer fields at Eagle Lakes Community Park. This
additional field will help with the Division's rotation of fields for turf in this community as well as
provide for much needed additional capacity for the play that occurs now. The Division sought to also
provide sports lighting to maximize the use of play at this location. Lights will allow play to occur up to
9PM,which will also allow for increased capacity.
The Parks and Recreation Master Plan approved by the Board on September 13, 2011 (10A) identified the
need for additional athletic fields in the"east/south Naples area."
On June 3, 2015, the Purchasing Department sent 1,577 notices to vendors which included the County's
Invitation to Bid No. 15-6483, for construction of the East Naples Community Park Soccer Field: 78 bid
packages were downloaded, and 5 bids were received on July 17, 2015, as shown below and on the
attached Bid Tabulation. The project cost is 5% higher than the engineer's estimate. Staff reviewed the
unit pricing on the Bid Tab and is recommending the contract award go to Quality Enterprises USA, Inc.,
the lowest responsive bidder.

FISCAL IMPACT: The total amount of the award is $573,641. Funds in the amount of$374,904 are
available and appropriated in the East Naples Community Park Soccer Field Project (80285). Consistent
with the plan to consolidate Pickleball fields at Veterans Park, needed additional funding will be sourced
from the Golden Gate Community Park Pickleball Court project (80283), $196,000, and the Veterans
Park Pickleball project (80284), $4,000. All project funding is within the Parks and Recreation Impact
Fee Capital Fund(346). A budget amendment adjusting project budgets as described will be necessary.

*FY 2016 expenditures will be absorbed with FY 16 allocated budget. Budget issue for FY 17 will be
identified and presented during next budget cycle for consideration.

LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval.—CMG
RECOMMENDATION: That the Board of County Commissioners awards Bid No. 15-6483 to Quality
Enterprises USA Inc., for the East Naples Community Park Soccer Field, Project No. 80285, in the
amount of$573,641., approves the necessary budget amendment, and authorizes the Chairman to execute
the attached Contract after final review by the County Attorney's Office.
