EXECUTIVE SUMMARY
Recommendation to approve Invitation to Bid (ITB) 15-6472 "Background Check Services"
received from Azura Investigations.
OBJECTIVE: To provide complete background check services for various division requirements.
CONSIDERATIONS; The Growth Management Department (GMD), Division of Operations and
Regulatory Management, in accordance with Collier County Ordinance 2009-27, is responsible for
the annual background checks for all Vehicle for Hire owners and drivers; these service categories
primarily include motor vehicle, national criminal, and county criminal. The Divisions of Human
Resources and Risk Management are responsible for all background and vehicle checks of new hires
and current employees for Collier County; these service categories are varied and include, but are not
limited to, motor vehicle, county and state criminal, educational, and professional license verification.
On August 4, 2015, the Procurement Services Division sent six hundred seventy-eight (678) email
notices to suppliers for this ITB; fifty-one (51) vendors downloaded the bid documents. On August
18, 2015, the Procurement Services Division received bids from fourteen (14)vendors.
The selection of vendors was based on a pricing formula, taking into account costs of all
background checks and specific categories for Human Resources, and a second formula for all costs of
services for GMD. A bid tabulation sheet that depicts the information submitted by bidders is attached.
Azura Investigations presented the overall lowest responsive bid for the Human Resource categories
and the Growth Management categories, and staff recommends that the Board award the contract to
Azura Investigations.
The standard instrument for ordering will be a County purchase order or procurement card transaction.
FISCAL IMPACT: Historically, the agency has spent approximately $60,000 per year on
Background Check services. Funds are budgeted in the Human Resources and GMD, Division of
Operations and Regulatory Management FY 2016 division cost centers.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approves Invitation to Bid
(ITB) 1.5-6472 "Background Check Services" received from Azura Investigations.
