EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (ITB)#15-6500 to DEC Contracting Group, Inc. in the amount of $1,784,105 for the renovation of the buildings at 3750 Enterprise Avenue to accommodate the Supervisor of Elections Office and centralized storage and authorize the Chairman to execute the contract. OBJECTIVE: To renovate the buildings located at 3750 Enterprise Avenue to relocate the Supervisor of Elections' (S.O.E.) administrative and storage requirements from their current, multiple locations to one dedicated facility. CONSIDERATIONS: On July 8, 2014 (Agenda Item 11D), the Board approved the Purchase Agreement for an office and warehouse facility located at 3750 Enterprise Avenue. A copy is attached for reference. There are two buildings on the property with 1 5,000 square feet of office space and 14,746 square feet of warehouse area. The Supervisor of Elections has stated that this property, when renovated will meet the election needs for the next 20 years. On December 2, 2014 Victor Latavish Architect PA was notified to proceed with the design, permitting, and preparation of construction documents for the renovation of the buildings to meet the needs of the S.O.E. On June 26, 2015, the Purchasing Department sent 1580 notices to vendors for ITB #15-6500 for the renovations of the Enterprise Avenue property. A total of 64 bid packages were downloaded, and a non- mandatory pre-bid conference was held on July 15, 2015. Six (6) bids were received on July 29, 2015 as shown below and on the attached Bid Tabulation. The low bid of $1,857,436 exceeded the project budgeted amount for the construction. Staff negotiated the line item breakdown for the General Upgrades Alternate price with low bidder (DEC) and selected the line items to be included in the award. Staff is recommending the award to DEC Contracting Group, Inc., the lowest qualified and responsive bidder. The approved Project 50118 budget estimate allowed for a construction/renovation cost of$1,830,000. The modified bid tabulation follows to reflect the agreed upon "value engineered" General Upgrade Alternate,that, after discussion with the Supervisor of Elections, resulted in a cost reduction of$73,331 to the low bidder's total price for award. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval.—JAK RECOMMENDATION: That the Board of County Commissioners award ITB #15-6500 to DEC Contracting Group, Inc. for the renovation of the new office space for the S.O.E., Project No. 50118, and authorize the Chairman to execute the attached Contract after final review by the County Attorney's Office.
