EXECUTIVE SUMMARY
Recommendation to approve the attached Agreement with LexisNexis to provide online legal
research services to the County Attorney's office, and authorize the Chairman to sign the Agreement.
OBJECTIVE: Approval of an Agreement with LexisNexis to provide online legal research to the County
Attorney's Office for the next three years.
CONSIDERATION: Only two companies, LexisNexis and Westlaw, provide the necessary online legal
research tools required by this and most other legal offices. Online legal research is primarily used to access
current statutes and cases at a tiny fraction of the costs of maintaining a physical library; between the costs of
books, updates and the space required to shelve them, online research has almost universally displaced
physical libraries throughout law offices, courts and law schools.
Every two or three years, we request quotes from LexisNexis and Westlaw to assure that we receive the most current
content available at the most economical price. We have gone back and forth between these two companies over the
years. Our most current contract expires October 29, 2015.
Requests for quotes for online legal research were made to LexisNexis and Westlaw again this year. The
quotes were as follows:

• One year extension rate $575 /month
• Two year extension rate $550 /month year one, $577.50 /month year two
• Three year extension rate $529 /month year one, $544.87 /month year two, $561.22 /month year three
• Westlaw
o $931.50 per month — all pricing based on 3 year contract with 5% increases in out years.
FISCAL IMPACT: The cost for a three year agreement with LexisNexis is $6,348 for year one, $6,538 for
,
year two, an 5 for year three. Funds are budgeted in the County Attorney's Office budget.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board approves the attached Agreement with LexisNexis to provide
online legal research to the County Attorney's Office.

You acknowledge that the pricing set forth in this letter depends in part on the number of Government Professional
Users in your organization (the "Reference Number "). At LN's request from time to time, your organization will certify
in writing its then - current Reference Number. In the event of a change in the Reference Number LN may, in its sole
discretion upon 30 days' prior written notice to you, increase or decrease the Monthly Commitment by an amount that

1. You must provide all vendors and suppliers with an exemption certificate before making tax - exempt purchases.
See Rule 12A- 1.038, Florida Administrative Code (F.A.C.).
2. Your Consumer's Certificate of Exemption is to be used solely by your organization for your organization's
customary nonprofit activities.
3. Purchases made by an individual on behalf of the organization are taxable, even if the individual will be
reimbursed by the organization.
4. This exemption applies only to purchases your organization makes. The sale or lease to others of tangible
personal property, sleeping accommodations, or other real property is taxable. Your organization must register,
and collect and remit sales and use tax on such taxable transactions. Note: Churches are exempt from this
requirement except when they are the lessor of real property (Rule 12A- 1.070, F.A.C.).
5. It is a criminal offense to fraudulently present this certificate to evade the payment of sales tax. Under no
circumstances should this certificate be used for the personal benefit of any individual. Violators will be liable for
payment of the sales tax plus a penalty of 200% of the tax, and may be subject to conviction of a third - degree
felony. Any violation will require the revocation of this certificate.
