Agenda 09/08/2015 Item #16H59/8/2015 16.H.5. EXECUTIVE SUMMARY Recommendation to reappoint two members to the Collier County Planning Commission. OBJECTIVE: To reappoint two at -large environmental members to the Collier County Planning Commission (CCPC) to new four year terms expiring October 1, 2019. (Note: 4 /5ths vote needed) CONSIDERATIONS: This 7 member quasi-judicial committee was created by authority of Chapter 67 -1246, Laws of FL. Ordinance 13 -50 amended Ordinance 09 -29, thus changing membership to represent five planning commissioners selected by commission district and two members with environmental expertise. The CCPC assists in the formulation and review of the Comprehensive Land Use Plan, Land Development Code, and amendments to both, and then submits their recommendations to the Board for final decision. Members are required to file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms shall be for not less than two years nor more than four years. A list of the current membership is included in the backup. The two at -large environmental seats on the CCPC will expire on October 1, 2015. The two at large members can be nominated by any Commissioner, but must receive a four -fifths vote of the BCC for appointment or reappointment. At the time of this item's posting on SIRE, Commissioner Donna Fiala, District 1, has indicated a desire to nominate Mr. Chrzanowski and Ms. Roman for reappointment to their respective seats on this board, and Commissioner Hiller indicated a desire to nominate Mr. Chrzanowski, FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: That the Board of County Commissioners reappoints Mr. Chrzanowski and Ms. Roman to their respective seats on the Collier County Planning Commission to serve four year terms expiring October 1, 2019, and directs the County Attorney to prepare a resolution confirming the reappointments. For this advertising period, Ms. Charlette Roman and Mr. Stanley Chrzanowski have submitted applications to fill these vacancies. It should be noted that Ordinance Number 2013 -50 (CCPC Membership qualifications) requires .the members of the CCPC to be permanent residents and qualified electors of Collier County. The CCPC members are also to reside in the Commission District allocated for each vacancy. Please be advised that both Ms. Roman and Mr. Chrzanowski are permanent residents of Collier County and are registered voters as noted in their applications. Furthermore, this Ordinance specifies that these two at -large members are expected to provide the Planning Commission with the technical expertise on environmental matters, and shall demonstrate evidence of expertise in one or more of the following areas related to environmental protection and natural resource management: air quality, biology, botany, ecology, costal processes, hazardous waste, hydrogeology, hydrology, hydraulics, land use law, land use planning, pollution control, stormwater management, or other representative area deemed appropriate by the BCC. The resume provided by Ms. Roman indicates that she is a certified Florida Master Naturalist in both Coastal Systems and Freshwater Wetlands from the University of Florida. The resume provided by Mr. Chrzanowski indicates that he has a Master's Degree — Environmental Engineering and Bachelor's Degree in Civil Engineering. He is also a licensed professional engineer with over 19 years working as an engineer for Collier County. Based upon the information contained in their applications, both applicants are qualified to serve on this advisory board and are recommended for reappointment. The Board of County Commissioners also gave the Planning Commission the power and duty of serving as the County's Environmental Advisory Council under Ordinance No. 2009 -32. There shall be one member from each of the five County Commission Districts, and two at -large environmental members. Planning Commission Candidates for the five County Commission District seats must be nominated by the Commissioner of the District in which the candidate resides for both initial and subsequent terms and receive a simple majority vote of the Board of County Commissioners.
