EXECUTIVE SUMMARY
Recommendation to appoint two members to the Collier County Citizens Corps.
OBJECTIVE: To appoint two members to the Collier County Citizens Corps.
CONSIDERATIONS: This 11 member committee was established on November 5, 2002 by Ordinance
No. 02 -56 to advise the Board of County Commissioners on domestic terrorism related issues; to act as a
coordinating agency for the enhancement of activities that support emergency services, law enforcement
and disaster prevention, preparedness and response; to assist in the recruitment of volunteers by
publicizing and expanding existing community programs; to facilitate communication between Collier
County & State & Federal agencies on mitigation activities, as well as to enable Collier County to
identify outside resources such as grants, training opportunities and equipment. The committee members
represent various community organizations. Each member shall be considered a liaison between their
respective organization and the committee, and shall be recommended by their organization to the Board
of County Commissioners for consideration for appointment to the committee for a four year term. A list
of the current membership is included in the backup.
Lt. Mike Jones has retired from the Collier County Sheriffs Office. Rachelle Wood, representing the
American Red Cross, has been transferred to another region. These organizations have requested that the
persons listed below be appointed as their replacement liaisons to this committee.

COMMITTEE RECOMMENDATION: That the Board of County Commissioners appoint Sgt. Jose
Carrillo, representing the Collier County Sheriffs Office, to serve the remainder of a vacant term expiring
on November 5, 2017, and also appoint Albert Goodall, representing the American Red Cross, to serve
the remainder of a vacant tenn expiring on November 5, 2018. Recommendation memos from the
nominating organizations are included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the appointments.

Sgt. Carrillo has consistently demonstrated excellent judgment and decision making

CCSO Special Response Bureau (SR13) / Special Weapons and "Tactics (SWAT) teams
and as the CCSO Emergency Manager. IntelIigent and innovative, he has proven to be a

solutions are well thought out and prove to be successful.

Expert consultants from private and governmental emergency services agencies as listed below
are strongly encouraged to attend on behalf of their employer, in a non - voting capacity: City of

Collier County Health Department, District 20 Medical Examiner, law enforcementineighborhood
