EXECUTIVE SUMMARY
Recommendation to approve a $672,900 work order under Request for Quotation 14- 6213 -37,
"Pump Replacement Isles of Capri Water Pump Station," Project Number 71067, to Douglas N.
Higgins, Inc., and authorize a $600,000 budget amendment.
OBJECTIVE: To maintain reliability of the potable water booster pump station that supplies 100
percent of the potable water necessary to meet fire flow and customer demand at Isles of Capri.
CONSIDERATIONS: The proposed scope of work under Project Number 71067, "Distribution Re-
pump Station Technical Support Projects," is consistent with the Capital Improvement Program (CIP)
contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study
approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item 11 C.
Funding for Project Number 71067 is available in, and is consistent with, the FY2015 CIP Budget.
The scope of this project includes replacing the potable water pumps and motors, and adding Variable
Frequency Drives, which will enhance motor control. The existing pumps and motors utilize outdated
technology and have reached the end of their useful lives. Replacing the equipment is critical to ensuring
the reliability of the facility to meet potable water demand and fire flow requirements for the residents
and businesses of the Isles of Capri.
Request for Quotation 14- 6213 -37, "Pump Replacement Isles of Capri Water Pump Station," was posted
June 30, 2015, and distributed to all vendors of the Fixed -Term Underground Utilities Contract 14 -6213
via the county's electronic bid process. Three of the six notified vendors submitted quotations by the July
16, 2015, deadline. The quotations are summarized in the table below.

Staff and local project design engineer, Hole Montes Engineering, Inc., determined the lowest bid is fair
and reasonable, and recommend awarding the contract to Douglas N. Higgins, Inc. The bid is
approximately six percent above the design engineer's $631,000 opinion of cost. The Procurement
Services Division concluded bidding was competitive and representative of market conditions. The quote
tabulation, quote analysis, engineer's letter of recommendation and work order are Attachments 1, 2, 3,
and 4, respectively.
The bid specifications informed the bidders there might be unforeseen conditions associated with the
project. The project cost incorporates an allowance of $80,000 that includes, but is not limited to,
unforeseen conditions as determined by staff, which may be required during construction. The price for
any additional work shall be negotiated prior to commencement in accordance with the county's
purchasing ordinance and the terms of the agreement.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved
by the Board on September 18, 2014. The source of funding is the Water User Fee Fund (412). A
$600,000 budget amendment is required to move funds from Project Number 70104, Fund (412).
Operation and maintenance costs are expected to remain the same or decrease.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board of
the Collier County Water -Sewer District, approves a $672,900 work order under Request for Quotation
14- 6213 -37 to Douglas N. Higgins, Inc.; approves the necessary budget amendment to transfer $600,000
from Project Number 70104, "Water Plant CAP," to Project Number 71067; and, authorizes the Chairman
to sign and execute the work order after final approval by the County Attorney's Office.
