EXECUTIVE SUMMARY /8/2015 16.A.32.
Recommendation to award Bid #15 -6445 to Traffic Control Products of Florida for the "Advance
Intersection Signs" project, pursuant to a Board approved Local Agency Program Agreement
(LAP) with the Florida Department of Transportation, in the amount of $327,143 (Project #333351.
OBJECTIVE: To provide advance signage at various intersections in the urban area of Collier
County.
CONSIDERATIONS: On March 24, 2015, Item 16A8, the Board of County Commissioners
(Board) approved a Local Agency Program (LAP) Agreement with the Florida Department of
Transportation (FDOT) for the Advance Intersection Signs project. This agreement set aside
funding to be reimbursable up to the amount of $400,000.00 for this project.
On May 26, 2015, the Purchasing Department sent out 2,156 notices to vendors for Bid #15-
6445 for the construction of Advance Intersection Signs. On June 30, 2015, four bids were
received and opened. The qualified and responsive bid results are as follows:
Staff reviewed the unit pricing on the bid tab, and Traffic Control Products of Florida, Inc. was
the lowest, qualified and responsive bidder, with a bid of $327,143. The design engineer's
estimate of probable cost for the project was $390,024.72. The Traffic Control Products of
Florida, Inc. bid is 16.1 % under the engineer's estimate.
FISCAL IMPACT: Funds in the amount of $327,143.00 are available in Transportation Grant
Fund 711, Project 433335, FDOT LAP Agreement, FM 430875 -1, provides for reimbursement to
the county for construction of this project in an amount up to $400,000. The estimated useful
life of the signs is 7 years, with minimal to no repair cost during that duration of time.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation
Element of the Growth Management Plan.
RECOMMENDATION: That the Board award Bid # 15 -6445 "Advance Intersection Signs" to
Traffic Control Products of Florida, Inc. in the amount of $327,143 and authorize the Chairman
to sign the attached contract after final review by the County Attorney's Office.
