EXECUTIVE SUMMARY
Recommendation to execute a Joint Participation Agreement (JPA) between Collier County and
the Florida Department of Transportation (FDOT) to accept Federal Transit Administration (FTA)
Section 5339 Bus and Bus Facilities funds in the amount of $103,594 for the purchase and
installation of two (2) mobile column lift systems and to upgrade mobile surveillance systems on six
(6) buses.
OBJECTIVE: To support transit operations and capital improvements through the use of grant funds.
CONSIDERATIONS: Section 5339 is a grant program administered by the FDOT authorized by 49
U.S.C Section 5339 Bus and Bus Facilities Program. It provides capital funding to replace, rehabilitate,
and purchase buses, vans, and related equipment, and to construct bus-related facilities in the non-
urbanized areas. This capital grant requires an 80% Federal share with a 20% State share. On December
13, 2016, the Board of County Commissioners (Board) authorized staff to submit an application.
On January 2, 2018, staff received notification of award from FDOT. The JPA for this project is attached
and includes the Federal grant award of $82,875 and a State share of $20,719. The grant funding will be
used to purchase and install two (2) mobile column lift systems which will be used by Fleet Maintenance
for the repairs of the Transit buses. There will be no added maintenance or warrantee cost to the PTNE
Division. The grant will also be use to upgrade mobile surveillance systems in six (6) buses. The
replacement of the cameras will result in a decrease or sustained maintenance cost to the transit system.
FISCAL IMPACT: Total funding of $103,594 requires a 20% match or $20,719 provided by the FDOT.
A budget amendment in the amount of $82,875 is required to recognize grant revenue in CAT Grant Fund
424 Project 33551. A budget amendment is also required to recognize the FDOT share in the amount of
$20,719 within CAT Grant Match Fund 425 Project 33551.
GROWTH MANAGEMENT IMPACT: This Item has no Growth Management impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
RECOMMENDATION: To execute a JPA between Collier County and FDOT to accept FTA Section
5339 Bus and Bus Facilities funds in the amount of $103,594 and authorize necessary Budget
Amendment.
