EXECUTIVE SUMMARY
Recommendation to authorize execution of the FY17 Section 5339 grant award from the Federal
Transit Administration (FTA) in the Transit Award Management System (TrAMS) and authorize a
Budget Amendment in the amount of $299,889 for Farebox upgrades and construction of a bus
shelter.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) system.
CONSIDERATIONS: On September 26, 2017, the Board of County Commissioners (Board) authorized
the submittal of a grant application for the FTA 49.U.S.C 5339 FY17 grant funds in the amount of
$299,889 to upgrade existing fareboxes on transit vehicles to extend their useful life and for the
construction of a new bus shelter. The grant requires a 20% match. Collier County received approval from
the Florida Department of Transportation (FDOT) to use toll revenue credits as a soft match for the grant
in the amount of $74,972.
On January 30, 2018, staff received notification of award from FTA. Following BCC approval, executi on
of the award is processed through TrAMS by the Public Services Department Head, who serves as the
Board’s appointed designee.
FISCAL IMPACT: A Budget Amendment is required in the amount of $299,889 to recognize the grant
revenue funds to CAT Grant Fund 424 project 33552. Collier County has received approval from the
FDOT for the use of $74,972 in toll revenue credits as a soft match in FY17 Capital Grant Funds.
GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board action. - JAB
RECOMMENDATION: To authorize the execution of the grant award for the FTA 5339 FY17 grant
funds in the amount of $299,889 through the FTA Transit Award Management System and authorize
necessary Budget Amendment.
