EXECUTIVE SUMMARY
Recommendation to approve a contract with Target Roofing & Sheet Metal, Inc., under Invitation
to Bid No. 17-7227 Re-Roof of Building “G,” in the amount of $116,306.
OBJECTIVE: To replace the Styrene Butadiene Styrene (SBS) Modified Bitumen, flat roof of Building
"G," located at 3303 Tamiami Trail East.
CONSIDERATIONS: The Facilities Management Division is responsible for the maintenance, repair,
and replacement of all County building roofs and roof accessories. The roof at Building G is near the end
of its life cycle and is on the maintenance schedule to be replaced.
On October 26, 2017, the Procurement Services Division sent solicitation notices to three hundred one
(301) vendors, twenty-four (24) bid packages were downloaded and two (2) vendors attended the non-
mandatory, pre-bid walk-through on November 7, 2017. Two (2) qualified vendors submitted proposals
by the November 28, 2017 due date as follows:

The Procurement and Facilities Management Division staff, along with the Architect of Record (AOR),
Dallas Disney, PA, reviewed the proposals and found them both to be responsive. The variation of costs
between the AOR’s estimate and the submitted bids is attributed to normal market variation. Staff and the
AOR recommend awarding the contract to Target Roofing & Sheet Metal, Inc., the lowest responsive
bidder.
FISCAL IMPACT: The total amount of the award is $116,306 and includes an Owner’s Allowance of
$15,000 for unforeseen conditions. Funding for the project is provided in the County Wide Capital Fund
(301) Roofing Replacement Project 52161. Source of funding is a transfer from the General Fund.
GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth
Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
RECOMMENDATION: That the Board of County Commissioners Award Invitation to Bid No. 17 -
7227, Re-Roof of Building "G," to Target Roofing & Sheet Metal, Inc., in the amount of $116,306, and
authorize the Chairman to sign the attached Agreement.

On October 26, 2017, the Procurement Services Division issued Solicitation 17 -7227 Remove & Replace Collier
County Building G Roof to 301 vendors. Twenty-four (24) solicitation packages were downloaded, and two (2)
proposals were received on November 28, 2017, as shown above . It was confirmed via email that Target Roofing
includes the Lightning Protection System within his quote, and that the value of zero entered on their bid
schedule as submitted is deemed a minor irregularity and waived by the Procurement Manager.
The Eng i neer of Record have completed the evaluation and review of the low bidder's references, the bid
tabulation, and bid response/documents, and provided an Engineer's Letter of Recommended Award to the low
bidder.
The bid includes an Owner's Allowance of $15,000 for unforeseen conditions, if encountered . The lowest bid is
approximately 12% above the Engin~stimate. It is staff's opinion that because of recent demands for roofing
material and labor due to Hurri can Irene the market conditions could not have been anticipated when the
engineer submitted his Opinion ofVa ue dated 08/22/17. Hurricane lr~a impacts could also explain the lack of bid
responses, having only received 2 bids for this solicitation.
Staff reviewed the bid responses as per the attached bid tabulation, made comparisons with Engineer's Estimates,
and determined that it is in the best interest ofthe County to award the project to Target Roofing & Sheetmetal in
the amount of $116,306.

Dear Mr. Nesbitt,
We have received the Bid Tabulation Sheets for the referenced project and have reviewed the data contained.
Upon review of the provided data Target Roofing and Sheet Metal, Inc. is the apparent low bidder. The overall line
item costs are slightly higher than the estimated cost provided by Disney & Associates on August 22, 2017. We
account normal market variations for the differences and the impact to roofing contractor’s costs related to Hurricane
Irma. We do not take exception to the costs as outlined.
It is our opinion and to the best of our knowledge, information and belief that the bid as presented by Target Roofing
and Sheet Metal, Inc. is fair and reasonable for the project scope as outlined in our construction documents. We
would support an award to this contractor for the bid cost of $116,306.00.
