Recommendation to appoint three members to the Affordable Housing Advisory Committee
OBJECTIVE: To reappoint one member and appoint two new members to the Affordable
Housing Advisory Committee.
CONSIDERATIONS: This committee was created by Ordinance No. 91 -65, as amended,
which was repealed and replaced by Ordinance No. 2013 -27. The purpose of this 11 member
committee as described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances, land
development regulations, and the adopted local government comprehensive plan, and to
recommend specific actions or initiatives to encourage or facilitate affordable housing. The
committee shall submit a triennial report to the Board of County Commissioners that includes
recommendations on, and evaluates the implementation of, affordable housing incentives as
required by 420.9076(4) Fla. Stat. Terms are three years, and membership must consist of the
following:
(a) One citizen who is actively engaged in the residential home building industry in connection
with affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in
connection with affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home
building in connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low - income persons in connection
with affordable housing.
(e) One citizen who is actively engaged as a for - profit provider of affordable housing.
(f) One citizen who is actively engaged as a not - for - profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with
affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the
appointments.
0) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel.
A list of the current membership is included in the backup. There are currently four vacancies on
this committee and one seat which expired on October 1, 2015. The vacancies were advertised
and applications were received from the following:

STAFF RECOMMENDATION: When the above applications were considered by the
committee in September 2015, there was not a quorum present to vote on a recommendation.
Based on the consensus of the members who were present, staff is recommending the following:
that Litha Berger be appointed to fill a currently vacant term in the category of Real Estate
Professional, which shall expire on October 1, 2016; that Taylor McLaughlin be appointed in the
category of Banking or Mortgage Industry, to a three year term expiring on October 1, 2018; and
that Christian Davis be reappointed to another three year term expiring on October 1, 2018, and
be reclassified from the category of Banking or Mortgage Industry to the category of Labor
Engaged in Home Building. Recommendation memos are included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.

Committee
A regular meeting of the Affordable Housing Advisory Committee (AHAC) was
held on Friday, September 11, 2015. Although there was not a quorum to vote on the
recommendation to appoint Ms. McLaughlin to the committee, there was a general
consensus of those members present to send a recommendation to the Board of
County Commissioners to appoint Ms. McLaughlin to the committee.
Ms. McLaughlin would represent the position as "banking & mortgage" as outlined
in the Ordinance 2008 -17. Ms. McLaughlin's application indicated that he is
currently employed at Florida Community Bank. She is extremely interested in
affordable housing and works daily to get loans approved for low to moderate
income individuals who desire to purchase a home.
Ms. McLaughlin and Mr. Jacob W. Winge were the two applicants submitted for the
two open positions at this time.
