EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) #15- 6428R, for Sidewalk/Pathway Repairs at
eight (8) park locations, to Bonness, Inc. for $93,272.90 including $10,000 allowance for unforeseen
repairs.
OBJECTIVE: To restore and maintain existing sidewalks /pathways at eight (8) park locations.
CONSIDERATIONS: The Parks and Recreation Department conducted a thorough inspection at
various park locations to repair sidewalks /pathways. Eight (8) park locations were found that need repair.
The scope of work includes all excavation, all tree root removal, all concrete reinforcement, new root
barriers, full restoration, and all equipment required to repair concrete and asphalt sidewalks /pathway #.,
ITB #15 -6428R was publicly advertised on July 31, 2015. Notices were sent to 1,966 email addresses
with 46 addresses downloading solicitation packages. The County received three (3) responsive bidders
and one (1) non- resposive bidder by the August 20, 2015 due date.

Staff reviewed all bids, determined that the lowest bid is fair and responsive, and recommends awarding
the contract to Bonness, Inc. The project cost is 7% lower than the engineer's estimate.
The bid specifications informed the bidders that there may be unforeseen conditions associated with the
project. The bid amount incorporates an allowance of $10,000 for owner - directed additional work
including but not limited to unforeseen repairs. The price for any additional work will be negotiated prior
to commencement in accordance with the county's Procurement Ordinance and the terms of the
agreement.
FISCAL IMPACT: Funds are available within Regional Parks Pathways Project 80262 and Non -
Regional Parks Pathway Project 80272 within the Parks and Recreation Capital Fund 306. Repairs to
sidewalks between public parking areas and General Use/Non -Sports specific park buildings will be paid
out of General Building Repairs Project 52525 in Countywide Capital Fund 301. Source of funding are
transfers from the General Fund (for Regional Parks) and the Unincorporated General Fund (for the Non -
Regional Parks).
GROWTH MANAGEMENT IMPACT: The value of the improved facility will be inventoried in the
Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires the majority
vote for board approval - SRT
RECOMMENDATION: That the Board of County Commissioners awards Invitation to Bid #15 -6428R
to Bonness, Inc. in the amount of $93,272.90 for repairs of sidewalks /pathways at eight (8) park locations
and authorizes the chairman to sign and execute the attached contract after final review and approval by
the County Attorney's Office.
