EXECUTIVE SUMMARY
Recommendation to approve the exchange of a 2014 International TerraStar 44 truck for a 2013
International DuraStar 4x4 truck with the Wallace International Trucks company.
OBJECTIVE: To exchange a county owned vehicle that does not meet current performance standards
with a vehicle that does meet said requirements.
CONSIDERATIONS: Purchase Order 4500155574 was issued on November 13, 2014 to purchase a
2014 International TerraStar 4x4 truck at a cost of $114,346. This vehicle was delivered to the Road
Maintenance Division on August 6, 2015.
After receiving the 2014 International TerraStar 4x4 truck the Road Maintenance Division and Fleet staff
performed a vehicle inspection. As a part of this process the Collier County landfill weighed the truck and
produced an empty vehicle weight slip and transported the vehicle to the Collier County landfill to obtain
an empty vehicle weight slip. The Road Maintenance Division quickly realized that when fully equipped
with the required staff, heavy duty crane, and other specialized equipment required for road and bridge
maintenance that this truck would exceed the vehicle's Gross Vehicle Weight acceptable limit and the
Florida Department of Transportation's maximum weight capacity limit.
Discussions began between the Collier County Road Maintenance Division, the Collier County Fleet
Management Division, the Collier County Procurement Services Division, and the vendor, Wallace
International Trucks, to discuss viable solutions with no added costs to Collier County.
Wallace International Trucks contacted and worked with the manufacturer Navistar International to
research solutions that would best satisfy the needs of Collier County. As a result, Wallace International
Trucks has offered to replace the track chassis provided in bid specification #9 2014 TerraStar 4x4, from
the Florida Sheriff's Bid for 2013 -2014, with a 2013 International DuraStar 4x4 demo unit. Wallace
International Trucks has also agreed to mount the service body from the TerraStar 4x4 onto the chassis of
the International DuraStar 4x4 demo unit. This vehicle was used in various trade shows across the
country, but has less than 10,000 miles on it and was never titled (specifications are attached). It is
considered a new and unsold vehicle per the State of Florida guidelines. There will be no penalties for
mileage and the warranty period will not begin until the vehicle is received by the Collier County Road
Maintenance Division. If applicable, the mileage listed on the vehicle, upon receipt of delivery, will be
deducted from the total when calculating for a mileage limit warranty. Wallace International Trucks will
provide all labor, equipment, and parts necessary to modify this vehicle to meet the required performance
standards as agreed upon by the Road Maintenance Division. Prior to delivery to the Road Maintenance
Division this truck will have a fresh maintenance service and six new 245/75822.5 tires will be installed.
As a dedicated vendor, Wallace International Trucks collaborated with Navistar International to provide
the above offer, at no additional charge, to continue their valued business relationship with the Collier
County Road Maintenance Division. This offer will save Collier County approximately $33,972.00 over
the current Florida Sheriffs replacement bid price of $148,318.00 from Wallace International Trucks.
FISCAL IMPACT: There is no Fiscal Impact associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.

Wallace International Trucks will replace the truck chassis provided in bid specification #9 2014
Terra Star 4x4 off the Florida Sheriffs Bid for 2013 -2014 that PO 450015574 was issued on 11/13/2014
with a 2013 International DuraStar 44 demo unit with less than 10,000 miles on it. (Specifications
attached)This unit was used in various trade shows across the country and was never titled. And it
remains a new (demo) and unsold unit per the State of Florida guidelines, the warranty will start upon
receipt of the completed unit to the county and there will be no penalty for the mileage on the unit. (If
there is a mileage limit warranty listed on the unit of say 50,000 miles, the warranty will not expire until
the unit has reached 60,000 miles or the mileage listed on the unit once delivered.) Wallace
International Trucks will provide the labor and all parts necessary to remove the body and attachments
and install on the new truck at no charge to the county. Truck will have a fresh service and 6 new
245/75R22.5 tires.
While this offer is not an admission of guilt, Wallace International Trucks did provide and
delivered what the county requested and it was determined by the county that the need was
underestimated. Wallace International Trucks values the counties business and has teamed up with
Navistar International to make this no cost solution possible. We have provided the county a current
Sheriffs Bid proposal to replace the above unit at a cost of $148,318.00. This option will save the county
approximately $33,972.00 over the current Florida Sheriffs bid price.
We hope that this solution will be favorable to the county as an option to keeping the currently
delivered truck. We think that this is the best economic option for the county and look forward to
hearing from you soon.
