Re: Public Petition request from Dr. Debi Lux, representing Collier County Honor Flight, requesting
approval to display 50 military tribute banners from November 2 -23, 2015, and further
requesting that the county cover the costs associated with installing brackets and
placing/removing the banners.
Dear Dr. Lux,
Please be advised that you are scheduled to appear before the Collier County Board of Commissioners at
the meeting of October 13, 2015, regarding the above referenced subject.
Your petition to the Board of County Commissioners will be limited to ten minutes. Please be advised
that the Board will take no action on your petition at this meeting. However, your petition may be
placed on a future agenda for consideration at the Board's discretion. If the subject matter is currently
under litigation or is an on -going Code Enforcement case, the Board will hear the item but will not
discuss the item after it has been presented. Therefore, your petition to the Board should be to advise
them of your concern and the need for action. by the Board at a future meeting.
The meeting will begin at 9:00 a.m. in the Board's Chambers on the Third Floor of the W. Harmon Turner
Building (Building "F ") 3299 Tamiami Trail East, Naples, FL 34112. Please arrange to be. present at this
meeting and to respond to inquiries by Board members.

PROCEDURE TO PETITION THE BOARD OF COUNTY COMMISSIONERS
Public Petitions are limited to a single speaker, with a maximum time of ten
minutes. Generally the Board will not take action on public petition items on the
day the petition is presented, but may direct staff to take action, or bring back the
item to the Board at a future date for consideration. If the subject matter is
currently under litigation or is an on -going Code Enforcement case, the Board will
hear the item but will not discuss the item after it has been presented.
The County Manager may defer scheduling a public petition for a reasonable
period of time to allow sufficient time for staff to review the content and thus
prepare for questions from the Board.
Individuals wishing to petition the Board of County Commissioners should present
such a request in writing to the County Manager a minimum of 13 days prior to the
Board meeting date on which the public petition is requested to be heard. The
written request should be on the following form and include any exhibits and /or
backup material that may be pertinent to the petition.
It should be noted that your request and all materials submitted will become public
record and will be retained for that purpose.

The Military Banner Program was created and beautifully designed to honor
the men and women who have served, or currently serve our Nation
_ honorably. We at Collier County Honor Flight (a 100% Volunteer operated
501(c)3 organization) would like to propose the initiative of giving the
residents and citizens of Collier County the opportunity to pay tribute to
those who have defended our Liberties and Freedoms through this
tremendous program which will allow family members, friends and local
businesses to showcase their pride and support of their own beloved
veterans in a very special way. As public demand and display permission
expands into other areas, we will fulfill the requests in full compliance with
each newly designated area's code parameters, display -time allotments, and
increase the quantity of handers as necessary.
Please explain in detail the action you are asking the Commission to take (attach
additional page if necessary):
Collier County Honor Flight requests the initial installation of (50) Military Tribute
Banners within two of the following three Collier County areas (as permission
allows): 1.) Areas surrounding the Collier County Courthouse and Government
Center; 2.) North Collier Regional Park; 3.) Fred W. Coyle Freedom Park. The
inaugural display dates will be November 2nd -23rd, 2015. Collier County Honor Flight
originally intended to request (125) banners, but thought this too bold a move in
consideration of the time restraints associated with production and installation of
that quantity of banners. We do not want to jeopardize our goal of honoring our
veterans on and around Veteran's Day, 2015. To that end, we respectfully request a
swift approval by the Board of County Commissioners in order to allow enough time
to insure the success of all parties involved with the procurement,
printing /fabrication, and installation of this very worthwhile endeavor. As we are a

100% volunteer- operated 501(c)(3) non - profit, we would also respectfully request
that the County's contribution to our local veterans be to cover the costs associated
with the bracket installation and banner placementiremoval. The banners will be
removed at the end of their allotted time, however, the brackets will remain in place
for future use, therefore eliminating recurring installation costs.
