Agenda 02/13/2018 Item #16D1002/13/2018 EXECUTIVE SUMMARY Recommendation to approve the submittal of an FY2017/18 grant application for Federal Highway Administration Flexible Funding in the amount of $316,250 for the purchase and installation of live camera feeds on transit vehicles and onboard WiFi through the Federal Transit Administration (FTA) Transit Award Management System (TrAMS). OBJECTIVE: To obtain grant funds to make day to day operations more efficient and provide a better customer experience. CONSIDERATIONS: Each year, the Collier Metropolitan Planning Organization Board adopts Congestion Management System project priorities which are provided to the Florida Department of Transportation (FDOT) for funding in the work program. Collier County has been provided $316,250 in FY17/18 to acquire and deploy technology that includes real-time camera feeds to replace existing technology on transit vehicles and onboard WiFi capabilities. A grant application has been created in the TrAMS. Approval of this item will authorize its transmittal in TrAMS to FTA. The grant requires a 20% match for transit projects. Collier County has requested and received approval from FDOT to use $79,062 toll revenue credits as a soft match for the grant. After review and approval by FTA, the grant application is electronically executed in TrAMS by the Collier County Public Services Department Head, Steve Carnell, who was appointed by the Board of County Commissioners (Board) to act as their designee. The Public Transit & Neighborhood Enhancement (PTNE) Division and the Office of Management and Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all required reports. FISCAL IMPACT: At this time, there is no fiscal impact associated with this item. The grant apportionment is $316,250. A grant Budget Amendment will be required to recognize the funds when FTA awards the grant to PTNE. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which is appropriate for Board action and requires a majority vote for Board action. - JAB RECOMMENDATION: To authorize the submittal of an FY 2017/18 Federal Highway Administration Flexible Funding grant application in the amount of $316,250 through FTA’s Transit Award Management System.
