Housing Advisory Committee OBJECTIVE: To appoint one member to the Affordable Housing Advisory Committee. CONSIDERATIONS: This committee was created by Ordinance No. 91 -65, as amended, which was repealed and replaced by Ordinance No. 2013 -27. The purpose of this 11 member committee as described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances, land development regulations, and the adopted local government comprehensive plan, and to recommend specific actions or initiatives to encourage or facilitate affordable housing. The committee shall submit a triennial report to the Board of County Commissioners that includes recommendations on, and evaluates the implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms are three years, and membership must consist of the following: (a) One citizen who is actively engaged in the residential home building industry in connection with affordable housing. (b) One citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing. (c) One citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing. (d) One citizen who is actively engaged as an advocate for low- income persons in connection with affordable housing. (e) One citizen who is actively engaged as a for - profit provider of affordable housing. (f) One citizen who is actively engaged as a not - for -profit provider of affordable housing. (g) One citizen who is actively engaged as a real estate professional in connection with affordable housing. (h) One citizen who actively serves on the local planning agency pursuant to s. 16' ).3174. (i) One citizen who resides within the jurisdiction of the local governing body making the appointments. 0) One citizen who represents employers within the jurisdiction. (k) One citizen who represents essential services personnel. A list of the current membership is included in the backup. There are currently three vacancies on this committee. STAFF RECOMMENDATION: When the application of Ms. Bartlett was considered by the committee on June 12, 2015, there was not a quorum present to vote on a recommendation. Based on the consensus of the members who were present, staff is recommending that Kristi Bartlett be appointed to the committee, to fill a currently vacant seat in the category of Advocate for Low Income Persons, which shall expire on October 1, 2017. A recommendation memo is included in the backup to this item. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. Although there was not a quorum to vote on the recommendation to appoint Ms. Bartlett to the committee, there was a general consensus of those members present to send a recommendation to the Board of County Commissioners to appoint Ms. Bartlett to the committee. Ms. Bartlett would represent an "advocate for low income persons" as outlined in the Ordinance 2008 -17. Ms. Bartlett's application indicated that she works with Opportunity Naples and having more affordable housing locally would allow for businesses to expand or relocate in Naples and would bring a younger work force into the county.
