EXECUTIVE SUMMARY
Recommendation to approve the sale and disposal of surplus property through an on -line auction in
compliance with Florida Statutes and Resolution 2013 -095.
OBJECTIVE: To lawfully dispose of County property that is obsolete, uneconomical or inefficient
and serves no useful business purpose to County operating departments.
CONSIDERATION: A number of County Divisions together with the Health Department have recently
transferred property into the surplus warehouse including, but not limited to, lobby and office furniture,
computer hardware, telephones, and miscellaneous equipment. Staff is requesting that the Board authorize the
use of on -line auctions for this equipment during the summer recess, after which the sales reports will be
brought back to the Board.
In addition to the items listed on Attachment A — Equipment List, staff is:
• Requesting approval by the Board to add additional surplus items received subsequent to the approval of this
Agenda Item for sale in the auction; and
• Requesting approval to accommodate requests for donations received from other government entities or a
legitimate Florida Non Profit 501 (C) (3) organization prior to the auction.
In compliance with Section 274.06, Fla. Stat., staff plans on utilizing an on -line auction through the services of the
current auctioneer to dispose of these assets. If adequate bids cannot be obtained, staff may utilize alternative
disposal methods such as sealed bids or disposal through a local recycling contractor.
FISCAL IMPACT: Revenue from the sale will be deposited according to the General or Enterprise fund that
originally purchased the equipment after deduction of the auctioneer's commission; and, a future agenda item will be
brought to the Board to recognize and approve the revenue. Proceeds from any grant funded assets will be recorded in
accordance with grantor specific regulations.
GROWTH MANAGEMENT IMPACT: There is no growth management impact as a result of this
executive summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. --CMG

RESOLUTION NO. 2013-9 5
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS,
COLLIER COUNTY, FLORIDA, AUTHORIZING THE COUNTY
MANAGER OR HIS DESIGNEE TO EXECUTE CERTIFICATE OF
TITLES FOR COUNTY -OWNED MOTOR VEHICLES AND OFF -
HIGHWAY VEHICLES DESIGNATED FOR SALE AND SOLD AT
BOARD AUTHORIZED AUCTIONS.
WHEREAS, Section 274.06, Florida Statutes, allows the Board of County
Commissioners the authority to conduct auctions to sell county-owned surplus property that no
longer has a useful business purpose; and
WHEREAS, from time to time the Board of Commissioners authorizes county staff to
sell at auction property that no longer has a useful business purpose, including motor vehicles
and off-highway vehicles; and
WHEREAS, Chapter 319 of the Florida Statutes sets forth the proper procedure to
endorse and transfer title to a person acquiring a motor and off - highway vehicles; and
WHEREAS, after the Board has approved the sale of county-owned surplus property at
auction all that remains is the ministerial duty to complete the necessary paperwork to transfer
title for such sale; and
WHEREAS, the Board desires to authorize the County Manager or his designee to
execute certificates of title and/or any other related paperwork, including but not limited to
odometer disclosure statements, necessary to transfer title for all county -owned motor and off-
highway vehicles sold at Board authorized auctions.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Collier County, Florida, that the County Manager, and/or his designee is hereby authorized to
perform the ministerial function of executing any certificate of title and/or any other related
paperwork, including but not limited to odometer disclosure statements, necessary to transfer
title for all county-owned motor and off - highway vehicles sold at Board authorized auctions.
