EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 1 to Work Order/Purchase Order No. 4500157798
with Humiston & Moore Engineers for Collier County Beaches and Inlets Annual Monitoring for
2015 under Contract No. 13- 6164 -CZ, authorize the County Manager or his designee to execute the
Change Order for a time extension of 138 days, and makes a finding that this item promotes
tourism.
OBJECTIVE: To extend work order /purchase order No. 4500157798 an additional 138 days to
complete surveys for Wiggins, Doctors Pass and South Marco.
CONSIDERATIONS: The Coastal Zone Management (CZM) department is tasked with the
maintenance and monitoring of over thirty (30) miles of coastline, beaches, estuaries, channels,
and bays. CZM has specific goals, objectives, and criteria to meet as identified within the
Collier County Growth Management Plan, Land Development Code, and the Codes of Laws and
Ordinances regarding the county's coastal aquatic resources. In order to meet these goals and
objectives, CZM has been charged with a variety of programs including the implementation of
beach re- nourishment and dredging projects, the artificial reef program, derelict vessel program,
waterways marker program, as well as any related operations that are required to maintain the
health, aesthetics, and safety of the county's coastal waterways and communities.
Yearly physical monitoring of the beaches and inlets is required by FDEP permit. Results of this
report are used to evaluate, recommend and prioritize annual beach segment renourishment. The
BCC approved the work order for this project on March 10, 2015 for a not to exceed amount of
$163,795. At the time of the original contract surveys were not yet scheduled. The surveys have
now been scheduled for late August when the Gulf is calmest. Additional time will be needed in
order to complete the surveys and related reports.
FISCAL IMPACT: Funds have been budgeted and approved for this activity in FY 2014/15
fund 195 Tourist Development Tax. This change order is for time only, no additional funding is
required.
FDEP cost share funding may be requested at a future date to reimburse Collier County for a
portion of the completed work.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
ADVISORY COMMITTEE RECOMMENDATIONS: At the Tourist Development Council
and the Coastal Advisory Committee meetings on February 23, 2015 both committees
unanimously recommended this item for approval by a 6 to 0 vote.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval. - CMG
