EXECUTIVE SUMMARY
Recommendation to award Bid 915 -6383 for Golden Gate City Various Sidewalk Improvements to
Coastal Concrete Products, LLC (Project #33363).
OBJECTIVE: To provide sidewalk improvements on 201h Ct. SW, 46th Tern SW and 481h St.
SW in Golden Gate City.
CONSIDERATION: On March 24, 2015, Item 16A 17, the Board of County Commissioners
(Board) approved a Local Agency Program (LAP) Agreement with the Florida Department of
Transportation (FDOT) for the construction of sidewalks on 20' Ct. SW, 46th Tern SW and 48th
St. SW. The agreement included reimbursable funding up to the amount of $491,322.
On May 18, 2015, the Purchasing Division sent 1,845 notices to vendors for Bid #15 -6383 for
the LAP - funded sidewalk construction project. On June 17, 2015, 4 bids were received and
opened. Staff reviewed the unit pricing on the bid tab and found Coastal Concrete Products,
LLC to be the lowest, qualified, and responsive bidder. The qualified and responsive bid results
were as follow:
The Design Engineer's opinion of probable cost for the project was $529,103.09. Coastal
Concrete Products' bid is 20% under the Engineer's estimate.
FISCAL IMPACT: Funds in the amount of $421,923.15 are available in Transportation Grant
Fund 711, Project 433363. This project is part of a Florida Department of Transportation
(FDOT) Local Agency Program (LAP) Agreement, FM 429900- 1- 58 -01. Funds are made
available to FDOT through the U.S. Department of Transportation Federal Highway
Administration.
The Road Maintenance Division has a current inventory of sidewalks, bike paths, shared use
paths and curbing of approximately 1,100 miles which is repaired and maintained annually
within a BCC approved budget of $875,000 (average cost $795 per mile).
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires a majority vote for Board approval. - ERP

authorize the Chairman to sign the attached contract after review by the County Attorney's
Office.
