EXECUTIVE SUMMARY Recommendation to accept a Resolution Amending Exhibit "A" to Resolution No. 2013 -239, the list of speed limits on County maintained roads; to bring various roadways into compliance with the allowable maximum speed limits as identified in F.S. § 316.189 and as required by Collier County Ordinance 91 -25 (Collier County Speed Limit Ordinance); for roadways located within the Lely Resort Community. OBJECTIVE: To provide for efficiency of administration and enforcement and to better serve the citizens of the county by providing a comprehensive codification of speed limits on county - maintained roadways. CONSIDERATIONS: On October 22, 2013, under item 16A5, the Board of County Commissioners (Board) adopted Resolution No. 2013 -239 authorizing the acceptance of a Schedule of Speed Limits, Exhibit "A." The Schedule of Speed Limits provides an inventory of all County maintained roadways and their speed limits as promulgated by F.S. § 316.189 and Collier County Ordinance 91 -25, Section 130 -2 (Collier County Speed Limits Ordinance). Resolution No. 2013 -239 required the Board to adopt a separate resolution each time a speed limit is changed and Exhibit "A" is amended. Several streets within the Lely Resort community have posted speed limits that are below the lowest allowable maximum speed identified by F.S. § 316.189 or are un- posted. These streets were identified in Exhibit "A" as "Speed Limit Under Review" and are provided with a speed limit of 30 mph. Traffic Operations staff has since conducted speed studies at various locations within this community to determine appropriate speed limit. The Board authorized and instructed the county Transportation Services Division to erect the necessary and proper speed limit signs under the authority of Resolution No. 2013 -239. The board further directed that the erection of said signs shall be done in accordance with F.S. § 316.189(3), and any other applicable sections of F.S. Chapter 316. Signs within the Lely Resort Community are installed on decorated posts. To help preserve the aesthetic quality of the community, the Transportation Services Division will coordinate with the Lely Resort Community to provide them with the proper speed limit signs for the community to install on their decorative posts. Furthermore, the Lely Resort HOA will be responsible for the erection and maintenance of these signs. The table below lists the roadways and the recommended speed limit changes. Source of funds is General Fund. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. WHEREAS, pursuant to Florida Statutes, Chapter 316, Collier County Ordinance No. 91- 25, as amended, and Resolution Number 2013 -239, the Board of County Commissioners (`Board ") has the authority to establish and alter speed limits by a resolution filed with the Clerk to the Board that creates a single comprehensive codification of all speed limits on county- maintained roads; and WHEREAS, the Board fmds that there shall be a continuing need to enact and change speed limits throughout the County in accordance with changing needs and circumstances and in conformity with criteria promulgated by the State Department of Transportation; and WHEREAS, it is the purpose of this Resolution to amend Exhibit "A" to Resolution No. 2013 -239 to reflect the need for speed limit changes on various streets within the Lely Resort Community, which had posted speed limits below the lowest allowable maximum speed identified by F.S. 316.189 and Collier County Ordinance 91.25. These locations were identified on the Schedule of Speed Limits as " *Speed Limit Under Review" and were provided with a speed limit of 30 mph; and WHEREAS, the Florida Statutes require that the change of speed zone values, as outlined in Section 316.183 and 316.189, be based upon an engineering and traffic investigation study; and staff, having completed this study, has found that changes to the posted speed limits are necessary NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA as follows: 1.
