EXECUTIVE SUMMARY
Recommendation to waive competition for Wesco Turf as a sole source vendor to exceed
$50,000 spending limit for Fleet Management parts /service.
OBJECTIVE: Efficiently maintain County equipment through an approved network of vendors
and dealerships for parts, supplies, and services.
CONSIDERATIONS: Collier County owns over 100 pieces of commercial and specialized
Toro brand equipment used in various locations for grounds keeping and landscaping work.
Wesco Turf is the only authorized dealer for sales, parts, and service for Toro commercial turf
and golf course irrigation products in our geographical area. Fleet has a need to exceed the
$50,000 limit set by the Purchasing Ordinance and needs additional parts /service from Wesco
Turf f. Board authorization is required for the waiver of the competitive process and the
declaration for sole source providers above $50,000 in order to maintain the current level of
service to County Departments.
The Purchasing Director certifies that this waiver and declaration is in the best financial interest
of the County. Purchases will be made by purchase order or by purchasing card.
Staff requests that the Board waives formal competition [Section 9 B41 and approve Wesco Turf
as a sole source vendor for Toro parts /service through FY 2015 & 2016. Staff will monitor the
marketplace annually and if another solution for obtaining parts /services arises, Staff will seek
competitive events for these services at that time.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the Fleet
Management Administration, Fund 521, operating budget. Historically expenses from Wesco
Turf have been $50,000 annually.
GROWTH MANAGEMENT IMPACT: No growth management impact will result from this
action.
LEGAL CONSIDERATION: This item has been approved as to form and legality and requires
majority vote for approval. — CMG
RECOMMENDATION: That the Board of County Commissioners waives competition and
approves Wesco Turf as a sole source vendor for fleet parts /services for purchases above
$50,000 annually.
