EXECI' T I V M E Si niAR`�' Recommendation to authorize the Parks and Recreation Division and the Operations and Veteran's Services Division to establish a program in support of the "Warrior Health and Fitness Challenge." OBJECTIVE: To provide health and fitness services for disabled Post -9/11 veterans who live in Collier County. CONSIDERATIONS: In the fall of 2009, the Red Sox Foundation and Massachusetts General Hospital created the Home Base Program to improve the lives of returning Iraq and Afghanistan veterans and their families. It is estimated that one in three returning veterans from the conflicts in Iraq and Afghanistan suffer from some form of Post Traumatic Stress Disorder (PTSD) or have a Traumatic Brain Injury (TBI). These wounds often are referred to as the "invisible wounds of war" and can impact the service member and his or her family long after the military service ends, sometimes for life. The Southwest Florida Chapter of Home Base has developed a "Warrior Health and Fitness Challenge" for up to twenty -five Post -9/11 veterans that reside in Collier County. The purpose of this initiative is to empower participants to take control of their physical well being, to provide an effective tool for managing stress, and to provide a portal for obtaining more complex care for those suffering from PTSD or TBI. As an incentive for participating in this program, the Public Services Department, through the Parks and Recreation Division and the Operations and Veteran Services Division, wishes to provide sponsorships for participants by offering free access to the County's fitness centers. Participants would be registered at no charge to use these facilities and would be issued a family pass to be used for their entire family for up to one year. FISCAL IMPACT: The value of these services is $190 per person for an annual pass with an additional $100 per person for additional family members. With an average of 2 persons per family it is estimated that lost potential user fee revenue would be $7,250. Fitness center cost structure is primarily made up of fixed facility and staffing costs and there is no readily identifiable cost associated with a marginal fitness center user. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval. — CMG GROWTH MANAGEMENT IMPACT: There is no growth management impacts associated with this program. RECOMMENDATION(s): That the Board of County Commissioners authorizes the Parks and Recreation Division and the Operations and Veteran Services Division to establish a program in support of the "Warrior Health and Fitness Challenge."
