EXECUTIVE SUMMARY
Recommendation to approve the Collier Metropolitan Planning Organization's
(MPO) Operating Budget for FY15 /16 to recognize the grant revenue of $499,791.
OBJECTIVE: To obtain Board of County Commissioners (Board) approval of the Collier
Metropolitan Planning Organization's (MPO) operating budget for FY 2015/16, which begins on
July 1, 2015.
CONSIDERATIONS: For FY 2015/16, the Collier MPO will receive $499,791 in new
Federal funding to conduct transportation planning activities that must meet Federal /State
requirements for urbanized areas with more than 50,000 residents. These planning activities and
funding allocations are included in the bi- annual FY 2014/15- 2015/16 Unified Planning Work
Program (UPWP), which the MPO Board adopted on April 11, 2014. The Funding source
tables from the UPVArP are included as Attachment "A ". The MPO remains an independent
organization. The BCC acts as the custodian for the account, and the Clerk acts as the
finance entity for the MPO. As such, these funds are not managed or collected by the BCC.
FISCAL IMPACT: A budget amendment is required to recognize new grant funding in the
amount of $449,791 from the Federal Highway Administration (FHWA) Planning Program to
Growth Management Grant Fund (711), Project 33344. There is no local match requirement.
Funding begins on July 1, 2015, and does not coincide with the County's budget cycle. As
additional funding becomes available, subsequent budget amendments will follow.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier
County's Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the MPO's
FY15 /16 operating budget to recognize the new grant revenue.
