Estimated cost $1,000. OBJECTIVE: That the Board of County Commissioners (BCC) approves and authorizes the acceptance for maintenance of the Gateway Triangle public alleyways depicted on the attached map. CONSIDERATION: The Capital Project Planning, Impact Fees & Program Management Division has a project planned to improve the stormwater system located in the Gateway Triangle. The unnamed alleyways within the Gateway Triangle that are being requested to be accepted for maintenance are referred to herein as Davis Alley (1), Kirkwood Alley (2), Commercial Alley (3), Linwood Alley North (4) and Linwood Alley South (5). There is currently no regular maintenance being performed on the alleyways located within the Gateway Triangle. The infrastructure and alleyway improvements will need to be maintained and repaired to ensure that the stormwater sN7stem is managed properly. Once County funds have been expended for these improvements the maintenance of these alleyways would be best served by the Road Maintenance Division. Borings were taken to assure that there is enough compacted limerock under the existing asphalt that meets County requirements. The subject alleyways were dedicated to the public via plat dedications. The Naples Commercial Center Plat dedicates "all streets, alleys, easements and reserved areas to the Public forever." The Naples Commercial Center First Addition Plat dedicates "the streets and easements as shown on the attached plat to the perpetual use of the public for proper purposes and uses thereon shown ". The alleyways within the Gateway Triangle that are being requested to be accepted for maintenance are Davis Alley, Kirkwood Alley, Commercial Alley, Linwood Alley North and Linwood Alley South. described as follows and depicted on the attached map: Naples Commercial Center as recorded in Plat Book 4 Page 86: Alley (1 — Davis Alley) Unnamed Alley lying east of Commercial Drive. south of Davis Boulevard, north of Kirkwood Avenue (platted Clayton Road); Alley (2 Kirkwood All ley' U n ear e d Aiey lying east of r orrerc;aI n r;ve, south of I , Kirkwood Avenue (platted Clayton Road), north of Linwood Avenue; and Alley (3 — Commercial Alley) Unnamed Alley lying west of and running parallel to Commercial Drive. Naples Commercial Center First Addition as recorded in Plat Book 8 Page 3: Alley (4 — Linwood Alley North) Unnamed Alley lying between Francis Avenue and Pine Street and south of Linwood Avenue; Alley (5 — Linwood Alley_ South) Unnamed Alley lying between and south of Francis Avenue and Pine Street FISCAL !MPACT: The Coiner County Road Maintenance Division estimates that approximately 51.000 will need to be expended for minor repairs that are currently needed. The regular maintenance will then become a part of the committed annual funding that is included as part of the annual maintenance costs within Fund 101. Source of funds is General Fund. LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for Board approval. SAS RECOMMENDATION: That the Board of County Commissioners (BCC) authorizes the Road Maintenance Division to take over maintenance of the public alleyways located within the Gateway Triangle, as depicted on the attached map.
