EXECUTIVE SUMMARY
Recommendation to provide after - the -fact approval for the 2015 TIGER VII Discretionary Grant
application, sponsored by the United States Department of Transportation, for the Collier
Boulevard Corridor Improvements Project, in the amount of 533,400,000.
OBJECTIVE: To receive after - the -fact approval from the Board of County Commissioners to
submit a TIGER 2015 grant application to the United States Department of Transportation for
the Collier Boulevard Corridor Improvements Project.
CONSIDERATIONS: On April 16`h the Growth Management Department was informed that
the Notice of Funding Availability was announced in the Federal Register for the TIGER 2015
discretionary grant program. The Consolidated and Further Continuing Appropriations Act,
2015 ( "FY 2015 Appropriations Act ") appropriated $500 million to be awarded by the
Department of Transportation ( "DOT ") for National Infrastructure Investments projects with a
significant impact on the nation, region or metropolitan area.
The Collier Boulevard Corridor Improvements project completes a 15 -year, $200 million
reconstruction effort to upgrade 15 miles of Collier Boulevard. The project will include
construction of transportation infrastructure improvements along the Collier Boulevard corridor
from Green Boulevard to Interstate 75.
This critical corridor serves as the border of the urban area and the rural area of economic
concern. During the past decade, the population of Collier County has increased and moved past
this urban boundary into the rural area. Past growth, in addition to the forecasted population
growth of Collier County, necessitates the expansion of Collier Boulevard for capacity and to
consider methods to connect the growing neighborhoods to the established commercial and
employment areas. This project supports the ideals of the TIGER grant by creating a "ladder of
opportunity" and increasing connectivity to employment, education, services and other
opportunities for underserved areas.
The project improvements to the roadway and bridge also include creating new bike lanes,
pathways, sidewalks and transit facilities. This project will provide for safe bicycle and
pedestrian routes to complete the network of multimodal facilities in addition to increasing
connectivity between major commercial, residential, educational and recreational facilities in the
region.
The grant requires a 20% minimum match. Collier County is offering $6,680,000 towards a
match if awarded and a grant amount of $26,720,000 for total project cost of $33,400,000.
All applicants are required to submit an application by June 5, 2015 and selected project will be
announced by the end of this calendar year. Federal obligation of the awarded funds must be no
later September 30, 2017.

The Collier County CMA 95330 authorizes the County Manager to approve the submittal of
grant applications with subsequent Board of County Commissioners action at the next available
Board meeting to ratify the approval as "after- the - fact."
FISCAL IMPACT: Should Collier County receive funding from USDOT for the proposed
project, funding would be awarded in the amount of $26,720,000. The local match requirement
of 20% would be $6,680,000 for a total project amount of $33,400,000. Match funds are
anticipated to be provided by impact fees and, if necessary, by a loan from general revenue to be
paid back by future impact fee collections. The Board will have the opportunity to accept or
reject the funds if the grant application is approved.
GROWTH MANAGEMENT IMPACT: These transportation infrastructure improvements
along the Collier Boulevard are consistent with the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT

by Staff for the 2015 TIGER VII Discretionary Planning Grant Application, sponsored by the

The Collier County Transportation Planning Division is applying for two FY15 TIGER grants. One
project is a reconstruction effort to upgrade 15 miles of Collier Boulevard, and the other project is to
construct transportation infrastructure improvements along Vanderbilt Drive from Bonita Beach Road to
Bluebill Avenue and create community streets which encourage safe recreational activities.
Collier Bonlevard
The Collier Boulevard Corridor Improvements project completes a 15 year, $200 million reconstruction
effort that will include construction of transportation infrastructure improvements along the Collier
Boulevard corridor from Green Boulevard to Interstate 75. This critical corridor serves as the boarder of
the urban area and the rural area of economic concern. Continuing population growth of Collier County

Vanderbilt Drive
This project will construct infrastructure improvements on the Vanderbilt Drive corridor from Bonita
Beach Road to Bluebill Avenue. The first effort includes the replacement of three obsolete bridges with
three newly constructed bridges. These new bridges will include safe new pedestrian and bicycle
facilities. The expanded bridges will complete a local street network and result in an alleviation of
congestion on adjacent streets and enhanced access to residential communities, commercial centers, beach
park and ride, as well as park and boat facilities.
The second effort is to construct more than four miles of improved pathways, bike lanes and sidewalks.
This will create an alternative transportation modes network which will include the construction of
sidewalk/pathways, bike lanes, bridges and bike parking. The project will also complete an existing
bicycle and pedestrian route. An important benefit of this project is that it will connect Lee and Collier
Counties at a point where travelers can enjoy beaches, shopping and other amenities as well as gain
additional access to the already established LinC bus services which connect the two counties.
The grant project requires a 20% minimum match; however, the project will be more competitive with a
greater match. Collier County is offering $3,229,000 towards a match if awarded the grant amount of
$12,916,000

I am pleased to submit the Collier Boulevard Corridor Improvements Project for TIGER FY2105 funding.
The requested amount of $26,720,000 will complete the funding package of $33,400,000 and is the final
piece of a 15 year, $300 Million reconstruction effort to upgrade 15 miles of Collier Boulevard.
Collier Boulevard serves as the border of the urban area and the rural area of economic concern. Over the
past decade, the population of Collier County has grown and moved past this urban boundary into the
rural area. This, in addition to the forecasted population growth of Collier County, necessitates the
expansion of Collier Boulevard for capacity and to consider methods to connect the growing
neighborhoods to the established commercial and employment areas. This project supports the ideals of
the TIGER grant by creating Ladders of Opportunity and increasing connectivity to employment,
education, services and other opportunities for underserved areas.
The project improves the mobility and adds a multi -modal capacity to a critical segment of Collier
Boulevard that is needed for the overall transportation system. The project improvements to the roadway
and bridges also include the creation of new bike lanes, pathways, sidewalks and transit amenities. This
project will provide for safe bicycle and pedestrian routes to complete the countywide network of
multimodal facilities and connect to major commercial, residential, educational and recreational facilities
in the region.

complete a gap in transportation infrastructure improvements along the Collier Boulevard corridor from Green
Boulevard to Interstate 75.
Over the past decade, the population of Collier County has grown and moved past this urban boundary into the
rural area. This, in addition to the forecasted population growth of Collier County, necessitates the expansion
and upgrades which will ensure the connection to the growing neighborhoods and establish commercial and
economic value for all modes of transportation. This project will complete the network of multimodal facilities
and connect to major commercial, residential, educational and recreational facilities.
The Florida Department of Health, Healthy Communities Department has been working closely with the county
transportation planners to advocate for healthy design and active communities stressing the importance of
designing for all users. Healthy Communities recognizes this project as an opportunity to connect, develop and
build to promote good health utilizing the complete streets concepts.
This critical corridor serves as the border of the urban and the rural area which currently does not allow multi -
modal passage due to high speeds and dead end connections, unless by car. This gap in the infrastructure makes
it impossible to cross or navigate and is unquestionably an unsafe environment for pedestrians and cyclists. The
project improvements to the roadway and bridge will include new bike lanes, pathways and sidewalks creating a
safer environment to actively move about the community creating opportunities to be physically active and lead
healthy lifestyles.
Thank- you for your attention and consideration to Collier County's request for TIGER Planning Grant funds in

Collier Blvd BCA
Summary
The Collier Boulevard Benefit Cost Analysis (BCA) has been developed using the TIGER BCA Guidance'
and the TIGER BCA Resource Guide'.
The Collier Boulevard Corridor Improvements Project will cost $33.4m (2015 dollars), of which $26.72m
or 80% is being requested as a TIGER grant with the remainder being provided through Collier County
public funds.
The following economic benefits of the project have been estimated:
• Reduced delays (travel time) due to the improved road layout
• A reduction in vehicle miles traveled (VMT) through encouraging more cycling and walking trips,
leading to:
• Reduced vehicle operating costs
• Reduced highway maintenance expenditure
o Reduced vehicle emissions
o Reduced healthcare costs
• Benefits from reducing the number of pedestrian and bicycle crashes along Collier Boulevard
due to the project providing improved sidewalk and cycle routes.
In addition, by replacing a structurally deficient bridge over the Main Golden Gate Canal, the project will
improve the state of good repair and reduce future maintenance costs, although this has not been
quantified as part of the BCA.
In agreement with TIGER applications guidance we have converted prices to 2013 $ values and
calculated present values using a discount rate of 3% because the funds would otherwise be used for
public expenditures. The project has been appraised over a 20 year period following the end of
construction. The table below summarizes the benefits and costs of the project over the appraisal
period. The project delivers an NPV of $1.0m.

The capital cost for the project is $33.4m expressed in 2015 dollars and disaggregated as shown in the
table below. TIGER grant contribution of 80% or $26.72m is being sought with the remaining 20% or

The additional infrastructure being introduced as part of the project will incur an incremental operating
and maintenance cost compared with the No Build alternative. This is assumed to be 0.5% of the capital
expenditure. Note that whilst the project introduces additional infrastructure, it is replacing an old
bridge which will lower the future maintenance costs compared with the No Build.
Time saving benefits
Time savings have been estimated as follows. The 2014 all day traffic volumes (ADT) for the project area
have been assumed to grow at the average growth rate of the previous 4 years, i.e. 2.3% per year. The
signalized delay for the build and no build scenarios has been estimated using two different methods
and the average of the two methods gives the average delay saving for a given year between build and
no build. These savings are converted into a total daily saving using a time of day profile. The value of
this time saving is estimated using the recommended monetized values in the TIGER BCA Resource
Guide, assuming a split of 95.2% autos and 4.8% trucks based on vehicle classification counts on Collier
Boulevard, and an average vehicle occupancy of 1.285 estimated by comparing the number of registered
vehicles to the total population in Collier County.

The proposed project assumed to remove all pedestrian and bicycle crashes along Collier Boulevard
between Golden Gate Canal and Green Boulevard. Crash data from 2000 to 20153 has been analyzed to

as shown in the table below.

Reduction in Vehicle Miles Traveled
