Agenda 06/23/2015 Item #10A6/23/2015 10.A. EXECUTIVE SUMMARY Recommendation to direct the County Manager to plan for sea level rise in Collier County. OBJECTIVE: To have the Board of County Commissioners direct the County Manager to evaluate sea level rise and take adequate precautions. CONSIDERATIONS: Many communities are beginning to feel the impacts of sea level rise and are taking steps to incorporate this phenomenon into their long range plans. With this in mind, I am requesting that the Growth Management Division, Stonnwater Planning Staff, through direction from the County Manager, undertake the following tasks to determine the likely effects of sea level rise and to plan for sea level rise in Collier County: 1. Contact the Regional Planning Council and determine what activities are underway and planned relatingto sea level rise. 2. Identify programs within the County government that are likely to be affected by sea level rise and included in future planning efforts (e.g., transportation, EMT, Utilities). 3. Identify data available within the County to assist with this planning and recommend whether additional data need to be collected. 4. Determine what related activities are underway in other jurisdictions along Florida's southwest coast and whether a joint planning effort would be advantageous. 5. Identify other organizations that can assist in this planning and data gathering activity NOAA, FGCU, FIU). Staff should also consider if they feel it would be beneficial, recommend the formation of a Citizens Advisory Council to assist staff in this effort of data gathering and analysis. This Council should include individuals with backgrounds in areas including: science, planning, emergency management, and transportation. FISCAL IMPACT: No additional staff resources are being requested outside of budgeted staff resources from the planning division. GROWTH MANAGEMENT IMPACT: Approval of this item does not conflict with the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue at this time, and requires majority vote for approval.
