EXECUTIVE SUMMARY
Recommendation to appoint two members to the Animal Services Advisory Board.
OBJECTIVE: To appoint two members to the Animal Services Advisory Board to 4-year terms
expiring on April 13, 2019.
CONSIDERATIONS: This 7-member board was created on January 27, 2004 by Ordinance
No. 2004-06 to make recommendations to the Board of County Commissioners on programs,
services, classes and special events that will further assist Collier County Domestic Animal
Services in providing the best possible service to the community. They also analyze and review
construction and improvements to Domestic Animal Services facilities and make
recommendations to the Board of County Commissioners regarding such facilities. Terms are 4
years. A list of the current membership is included in the backup.
There are two vacancies on this committee, in the Law Enforcement and Animal Activist
categories. The vacancies were advertised and the following applications were received:

COMMITTEE RECOMMENDATION: At its meeting on May 19, 2015, the advisory board
reviewed the above applications and endorsed James Spartz, in the Law Enforcement category,
and James Rich, in the Animal Activist category, for appointment to the advisory board. A
recommendation memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.

On May 19, 2015, the Collier County Domestic Animal Services Advisory Board (DASAB)
reviewed the following applicants for two vacant DASAB positions during their monthly
scheduled meeting. During the meeting, four of the five current members were present.
Law Enforcement- the DASAB who were present at the meeting endorsed Cpl. James A. Spartz
for the position. Cpl. Spartz. who has 25 years of experience in law enforcement, was the only
member of law enforcement who applied for the position. For the past 8 years, he has been
employed with the Collier County Sheriffs Office, where he is currently working in their
Community Policing Unit in East Naples.

I am co-founder of"For the Love of Cats", a 501 C3 charitable no-kill cat rescue that has been
operating on Marco Island since 2002. Besides the over 4000 cats and kittens we have sterilized
and adopted,we have several community outreach programs to assist low income families with]
free veterinary care, sterilization and food, and an aggressive TNR program. In addition,we
offer senior citizens the ability to adopt 5 year old plus cats at our expense, including all the start,
up supplies. Our biggest success with this program has been through Domestic Animal Services,
as they have adopted nearly 100 cats using our program. A complete list of our programs can be

Advisory Board from May 13, 2008 to April 13, 2012. I was vice -chairman of the board and
held the same position for which I am now applying. I stepped down because I felt it was
important for new people with fresh ideas to play an active role in our community.Now,with a
new director and forward thinking, I feel I can once again play a positive role on the board.

This 7-member board was created on January 27,2004 by Ordinance No.2004-06 to make
recommendations to the Board of County Commissioners on programs,services,classes and
special events that will further assist Collier County Domestic Animal Services in providing the

improvements to Domestic Animal Services facilities and make recommendations to the Board of
