EXECUTIVE SUMMARY
Recommendation to approve a budget amendment recognizing revenue from a repayment of
Community Development Block Grant funds from Empowerment Allicance of Southwest Florida
where a grant funded project did not meet a National Objective. Total fiscal impact$59,001.
OBJECTIVE: To recognize revenue generated by a repayment to the Community Development Block
Grant(CDBG)program.
CONSIDERATIONS: The Empowerment Alliance of Southwest Florida was granted a CDBG award in
the amount of$59,001 effective September 27, 2007 (Agenda item 16D7). The grant funds were to be
used for infrastructure development to support construction homes to be occupied by income-qualified
citizens. Through its subrecipient monitoring program, Community and Human Services has determined
that the activities undertaken did not meet fully the terms and conditions set forth in the agreement.
Specifically, the required homes were not built following the infrastructure work paid for under the grant;
therefore a Housing and Urban Development(HUD)defined national objective was not met. A remittance
of the expended grant funds was required,and received.
FISCAL IMPACT: Repayment in the amount of$59,001 does not require the use of any County funds;
therefore no general fund dollars are associated with this request. Funding originated from the CDBG
2007 apportionment and was expended in fiscal years 2009 and 2010. HUD requires repayment to be
made through HUD's Integrated Disbursement and Information System (IDIS). A budget amendment is
necessary to recognize the payback revenue within Collier County Seniors Fund 123, CDBG 2007-2008
Project 34525 to segregate funding from eligible grant activities. The grant funds will be reallocated
though a subsequent Board action once a new project has been identified.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board
action and requires a majority vote—JAB
GROWTH MANAGEMENT IMPACT: This action is consistent with the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves a budget amendment
recognizing$59,001 in revenue from a repayment of the Community Development Block Grant Funds.
