EXECUTIVE SUMMARY Recommendation to approve a waiver in accordance with the guidelines set forth in the Advance Street Name Sign Guidelines policy and Resolution No. 2012-114 for the placement of advance street name guide signs along Immokalee Road (CR 846) at the approaches to Pebblebrooke Drive. OBJECTIVE: That the Board of County Commissioners (BCC) considers approving a waiver in accordance with the guidelines set forth in the Advance Street Name Guidelines policy and Resolution 2012-114 for the placement of advance street name signs along Immokalee Road (CR 846) ) at the approaches to Pebblebrooke Drive. CONSIDERATIONS: The Pebblebrooke Lakes Master Association (PLMA) Board is requesting to have Advanced Street Name Signs installed along Immokalee Road at Pebblebrooke Drive. Pebblebrooke Drive is a minor roadway to a private residential development. On June 26, 2012 under item 16A.16, the Board approved the Advance Street Name Guidelines policy. Elements of the Guidelines that pertain to a private development are the following: 1. The minor roadway has an Average Daily Traffic of 2,000 vehicles per day 2. The requests to install, advance street names signs must be approved by the Collier County Traffic Operations section. 3. Advance street name signs shall only be used to identify critical or significant cross streets. They are not intended to identify destinations such as cities, facilities, or residential neighborhoods. 4. Collier County shall maintain all approved advance street name signs. A right-of- way permit, the cost of installation, replacement and maintenance of advance street name signs for private streets or those not open to the public shall be the responsibility of the private development. Signs shall be removed when the signs no longer meet current standards. 5. Typically signs in both directions are required on the major roadway. Signs shall be installed in advance of the intersection in accordance with the most current edition of the Manual on Uniform Traffic Control Devices (MUTCD). 6. A waiver from the requirements herein may be requested by written application to Collier County Traffic Operations. Traffic Operations will present the request to the Board for approval. Staff has evaluated the conditions under which such a request can be granted and has determined that a waiver of the Guidelines will be necessary to approve the request. On April 20, 2015, the PLMA submitted an application for a waiver in writing to the Traffic Operations Chief Engineer. There is no cost to the County associated with waiving the requirements as the costs for material, installation and maintenance of the signs will be borne by the private homeowners association (HOA). Packet Page-596- 6/9/2015 16.A.17. FISCAL IMPACT: There is no cost associated with waiving the requirements of the policy for the advance street name guide signs. Further, there shall be no cost to the County for installation of advance street name guide signs for private roadways. For intersections with private roadways, the right-of-way permit cost, material cost, installation cost and replacement cost of Advance Street name guide signs shall be the responsibility of the Pebblebrooke Master Association HOA and/or developers desiring to install signs on county highways for private roadways. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the BCC approves the waiver authorizing Pebblebrooke Lakes Master Association HOA to install advance street name signs along Immokalee Road (CR 846) at Pebblebrooke Drive in accordance with Resolution 2012-114, Item 2d. The monument is only visible to drivers from the West, as it faces West. Additionally,there is a large preserve on the opposite side of the Immokalee entrance that prevents Pebblebrooke Lakes from having a monument placed where it would have a better chance of being seen from the street. The Board had also considered installing a monument on the first island at the Immokalee entrance; however,the island would have to be placed too far back by county standards to i! make any real impact on visibility.The easiest and most cost effective solution is an Advance sign as you are approaching the entrance. Our request is for a sign approaching our Immokalee entrance only.There is no need for an Advance Sign at the Collier Blvd(951) entrance to Pebblebrooke Lakes because this entrance is for residents only. Our problem area is only at the Immokalee entrance where residents,visitors,and vendors have access to the community. j! It is understood that Pebblebrooke Lakes has the responsibility to apply for a right of way permit and to pay for the sign and the installment of the same. WHEREAS, Chapter 316, Florida Statutes, permits the County to place and maintain signs and other traffic control devices which conform to the specifications of the Florida Department of Transportation upon all streets and highways under its jurisdiction; and WHEREAS, the Florida Department of Transportation has adopted the Traffic Engineering Manual, Topic No. 750-000-005 to provide traffic engineering standards and guidelines; and WHEREAS, Section 2.37 of the Traffic Engineering Manual provides guidance on the design, placement, and installation criteria for the different types of applications of advance street name guide signs; and WHEREAS, to have consistent signing of advance street name guide signs and to meet the needs of Collier County, the Traffic Operations Section of the Growth Management Division has developed guidelines for the placement of advance street name guide signs along county maintained roadways. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA,that: 1. The Growth Management Division is authorized to establish guidelines for the placement of advance street name guide signs along Collier County maintained roadways. 2. The guidelines shall: a. be consistent with FDOT guidelines for Advance Street Name Signs, b. meet the requirements established in the current edition of the Manual on Uniform Traffic Control Devices (MUTCD), Packet Page -603- 6/9/2015 16.A.17. c. allow advance street name guide signs for minor road approaches with a minimum of 2,000 vehicles per day, and d. allow the Board to consider a waiver from the requirements of the guidelines upon request. 3. To meet changes in Federal and State guidelines for advance street name guide signs, the County's guidelines will be updated from time to time, as required by law, by the Growth Management Division. Growth Management Division Co E.'' ` tnt„ Construction&Maintenance Department Traffic Operations Section Advance Street Name Guidelines: June 2012 PURPOSE: To provide guidance on the design, placement and installation criteria for advance street names signs on the Collier County Highway System. MINIMUM REQUIREMENTS: Advanced Street Name Signs,at the discretion of Collier County Traffic Operations, may be installed at signalized or un-signalized intersections on the major roadway when the minor roadway has an ADT of 2,000 vehicles per day. The major street shall be classified as collector or arterial,provide access to a traffic generator, or possess other comparable physical or traffic characteristics deemed to be critical or significant. GENERAL GUIDLINES: 1. Requests to install advance street name signs must be approved by Collier County Traffic Operations. 2. Advanced street name signs shall only be used to identify critical or significant cross streets. They are not intended to identify destinations such as cities,facilities, or residential neighborhoods. 3. Collier County shall maintain all approved advance street name signs. A right-of-way permit,the cost of installation and replacement of advance street name signs for private streets or those not open to the public shall be the responsibility of the private development. Signs shall be removed when the signs no longer meet current standards. 4. The word Street,Boulevard,Avenue,etc may be abbreviated to conserve sign panel length. 5. When a cross street is known by both route number and a name, use of the name is preferred. 6. When minor cross streets intersect the roadway between the advance street name sign and the intersection; additional legend such as"Next Signal"or"XX Feet"may be added to the advance street name sign. 7. Lettering used on the advance street name sign should be consistent with the legend on either the overhead street name or post mounted street names sign where appropriate. 8. Sign sheeting materials shall comply with the ASTM Type III(3M High Intensity Prismatic or equivalent). 9. Guidelines are based on the FHWA's Highway Design Handbook for Older Drivers and Pedestrians.
