EXECUTIVE SUMMARY Recommendation to authorize the creation of fifteen (15) additional Full-Time Equivalent positions in the Growth Management Department in response to increased customer demand. The proposed positions will be funded with current user fee reserves, require no additional fees, and have no fiscal impact on the General Fund. OBJECTIVE: To maintain appropriate enterprise fund staffing levels commensurate with revenues collected and desired level of service within the Growth Management Department Building Plans Review& Inspection Division, Development Review Division, and Operations & Regulatory Management Division with no impact to the General Fund. CONSIDERATIONS: With the continuing increase in development activity (report attached), the Growth Management Department (GMD) continues to improve our business-friendly regulatory environment that places customer service and measurable expectations to the forefront of expected deliverables. Market conditions continue to indicate a need for expanded services and an upward trend in business activity that will sustain the requested FTEs while 1) promoting an environment to bring the total number of building inspections performed per inspector per day closer to recommended industry standards, 2) enabling staff to meet plans review deadlines according to pre-established time frames, and 3) providing administrative and front-line services with the appropriate staffing levels to support the increased demand. These additional positions identified will only affect Funds 113 (Building Permitting) and 131 (Land Development), and will have no impact on the General Fund while more closely adhering to established fund reserve levels, in accordance with established Board guidelines. The following FTE positions are being sought within the funds listed: • Twelve (12)Fund 113 associates • 2 Senior Building Inspectors (multi-trade license) • 1 Architect(Structural Review) • 1 Plans Reviewer(Electrical) • 2 Plans Reviewers (Plumbing/Mechanical) • 1 Manager—Building Department ■ 1 Planner(Immokalee) • I Licensing Compliance Officer • 1 Planning Technician ■ I Manager(Financial & Operations Support) • I Application Analyst (CityView Support) • Three (3)Fund 131 associates • 1 Planning Manager • 2 Permitting Technician's Packet Page-314- 6/9/2015 11 .C. The positions are identified within the attached Proposed Full-Time Equivalents Table. This item was presented to the Collier Building Industry Association,who provided support (letter attached) for all fifteen(15) additional full-time equivalents, and to the Development Services Advisory Committee .This item was unanimously approved at the June 3rd , 2015 DSAC meeting. FISCAL IMPACT: Costs to fund these positions in FY15 are estimated to be $169,000 in Fund 113 and $36,000 in Fund 131 assuming a start date of August 1, 2015 for all new hires, and $1,016,000 in Fund 113 and $221,000 in Fund 131 in FY16. This action will result in no net change to the General Fund and no additional increase in fees is required to fund these positions as there are sufficient funds available within each fund's reserves. The draw on reserves will help bring Fund 113 and 131 reserve levels closer to Board guidelines. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATION: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes the creation of twelve (12) Fund 113 full-time equivalent positions and three (3) Fund 131 full-time equivalent positions within the Growth Management Department, and authorizes all necessary budget amendments. As a result of our collective work, we have made great strides in improving the permit and review process both within the public and private arena. As market conditions continue to indicate a need for expanded services we request your support for the proposed positions being requested by CCGM at your upcoming June 9'h BCC meeting.
