EXECUTIVE SUMMARY Recommendation to clarify that the Board's intent at its February 10, 2015 meeting (Item 10B) in approving a dollar for dollar match of private donations toward the construction of the Freedom Memorial includes all donations made by entities other than the County to include other governmental agencies. OBJECTIVE: To clarify the intent of the Board regarding matching funds for the construction of the Freedom Memorial. CONSIDERATIONS: On February 10, 2015 the Board approved establishing a matching contribution program for the completion of the Freedom Memorial at the Fred W. Coyle Freedom Park. While the item title and motion addressed private donations, the discussion clearly intended for this program to be inclusive of all donations other than from County funds. This item will clarify that intent and specifically allow a $100,000 donation from the City of Naples, which was made with the expectation that it would be matched, be accepted and matched by the County under the terms of this program. FISCAL IMPACT:, The matching program was capped at$600,000 and this action will not impact funds already set aside for the program. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the Executive Summary. In gratitude to their service, Southwest Florida community leaders with a track record of getting things done have committed to complete the still unfinished Freedom Memorial. It is located within the Fred W. Coyle Freedom Park, near the intersection of Golden Gate Parkway and Goodlette-Frank Road, along a major gateway in the City. In 2004, under the leadership of Commissioner Fred W. Coyle, the Collier County Board of County Commissioners initiated planning for this Memorial. Before long, other county officials, local law enforcement, Naples' City Council, and area fire departments, became involved. The completed Memorial will stand as a permanent tribute to members of our Armed Forces,first responders, civilians, and the families of those who lost their lives in terrorist attacks before, during, and after September 11, 2011. The Freedom Memorial design was created by Naples resident Gerald A. Ladue and selected by the Board of County Commissioners, after a rigorous screening process. Ground was broken on March 19, 2009, but the project remains unfinished today. With our help, the Freedom Memorial can be completed and reflect the enduring gratitude of the Naples community to all our past and present veterans and responders. The Collier County Board of County Commissioners has allocated $600,000 to match funds raised by the Freedom Memorial of Naples Foundation. The organization has raised approximately$400,000 since October, 2014. I ask that my colleagues on City Council support a contribution of$100,000 toward the Freedom Memorial on behalf of the citizens of Naples. Respectfully, John F. SUMMARY: City Council is asked to consider a Resolution amending the FY2014-15 budget adopted by Resolution 14-13522 appropriating $100,000 from General Fund Contingency to assist in completing the unfinished Freedom Memorial located within The Fred W. Coyle Freedom Park; authorizing the City Manager to provide Collier County with $100,000 to be used for the construction of the Freedom Memorial. BACKGROUND: On February 24, 2015, Mayor Sorey, drafted a letter to the Naples City Council requesting consideration of appropriating funds to assist in completing the unfinished Freedom Memorial. A copy of the letter, and a proposed Resolution, is provided with this agenda item. • In 2004, the Collier County Board of County Commissioners initiated a comprehensive community effort to plan and construct the Collier County Freedom Memorial; • The Freedom Memorial is designed to pay tribute to service members who have sacrificed their lives to preserve our freedom and to honor law enforcement officers, fire fighters, emergency medical personnel and civilians who perished during the September 11, 2001 terrorist attacks on the World Trade Center, Pentagon, and commercial airlines; • The Freedom Memorial is designed to pay homage to all Americans who have sacrificed for the defense of our nation, for peace, and for freedom; • The unfinished Freedom Memorial is located within the City of Naples, on a key community gateway, and City Council may determine completion of the Freedom Memorial is an appropriate public purpose. • The Collier County Board of County Commissioners has pledged to match funds raised by the Freedom Memorial of Naples Foundation for up to $600,000. Since October, 2014, the Foundation has raised about $400,000. It is recommended that a $100,000 contribution be paid to Collier County with a request that the Board of Commissioners match the City's payment for the Freedom Memorial. FUNDING SOURCE: $100,000 from the General Fund Contingency. Prior to this amendment, the Contingency balance is $318,660.
