EXECUTIVE SUMMARY Recommendation to accept the award and approve budget amendments in the amount of$64,127 to allow continuous operation of the Retired and Senior Volunteer Program from the Corporation for National and Community Service prior to execution of funding award(Net Fiscal Impact$64,127). OBJECTIVE: To provide uninterrupted operation of the Retired and Senior Volunteer Program(RSVP) grant program. CONSIDERATIONS: Co-sponsored by Collier County since 1990,RSVP places senior volunteers in various non-profit organizations and County agencies to provide support and community service. Collier County Community and Human Services Division will continue to administer this project,which is 70% sponsored by the Corporation for National and Community Service. This is a three-year grant with a period of July 1,2015 to June 30,2018 and a total grant award of $163,566. Year One,of the grant period is July 1,2015 to June 30,2016.The award amount for the first year is estimated at$54,522. The RSVP grant has a local match requirement of 30%of the total project budget of$77,927.This requirement will be partially met through cash match of$9,605 with the remaining balance provided through in-kind services,primarily in the form of liability insurance,and the use of County Park rooms for volunteer run Bone Builders Program classes.The program is further supported by donations from local businesses for our volunteer recognition events. The current funding and grant cycle ends June 30,2015.The notice of the award is pending,but an e-mail n notification that this grant will be awarded to Collier County was received on April 9,2015 by the grantor agency,the Corporation for National and Community Service.Historically the funding award is received from the grantor agency during the latter part of June for the upcoming grant cycle. To avoid a disruption in services,and to ensure compliance with the grant service agreement requirements,the upcoming funding has been estimated based on the approved grant application budget. When the final award document is received it will be presented to the Board for approval;should the award amount be different from the estimated award and should any additional documents require approval,a subsequent item will be presented along with any necessary budget amendments to reflect variations in the final allocation. Without a budget in place by July 1,which is the beginning period of availability of the recurring grant award,the RSVP program and staff will need to cease operations as no appropriated budget will be available to process operational expenses,including payroll.
