EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment recognizing $87,571.43 in revenue received
under the Home Investment Partnership Program.
OBJECTIVE: To accurately account for program income and recaptured funds generated from HOME
related activities or matching contributions.
CONSIDERATIONS: Collier County is the recipient of HOME Investment Partnerships (HOME)
Program funds from the United States Department of Housing and Urban Development (HUD) as
provided by the Cranston-Gonzalez National Affordable Housing Act. HOME funds may be used to
provide incentives to develop and support affordable rental housing and homeownership affordability.
This revenue will be used in compliance with federal grant regulations and will fund eligible expenses,
including administration. Furthermore, approval of this item will authorize the reallocation of funds
within the program commitment items to accurately reflect ongoing program expenses as shown below.

HOME guidelines allow 10% of the program income to fund administration activities. Recaptured funds
are treated like Program Income except no administration allocation is allowed.The remaining balance of
$84,414.29 will be applied towards program.
FISCAL IMPACT: A budget amendment is necessary to recognize program income and recaptured
funds in the amount of 87,571.43, revenue received between the periods of 8/1/2014 to 12/31/2014 within
Urban Improvement Grants Fund 121, Projects 34565 and 44555 and Housing Grants 705, Projects
33177, 33290,and 33365. Such funds may be reused for other eligible HOME program activities.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action
and requires a majority vote for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this budget amendment
will further the Goals, Objectives, and Policies within the Housing Element of the Growth Management
Plan.
RECOMMENDATION: That the Board of County Commissioners approves and recognizes the budget
amendment in the amount of$87,571.43.
