Agenda 05/12/2015 Item #16H1 EXECUTIVE SUMMARY Recommendation to appoint one member to the Code Enforcement Board, and upon such appointment, accept his resignation from the Contractor’s Licensing Board. OBJECTIVE : To appoint a member to the Code Enforcement Board to fill a vacant seat expiring on February 14, 2018. CONSIDERATIONS : This 7 member board, plus two alternates, is established pursuant to Chapter 162 of the Florida Statutes by Ordinance No. 07-44, as amended, and is composed of individuals representing the occupations of architect, business owner, engineer, general contractor, subcontractor and realtor, and who are considered on the basis of their experience or interest in the areas of the codes and ordinances to be enforced. Members are required to file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms are 3 years. This is a Quasi Judicial Board. A current membership list is included in the backup. There is currently one vacancy on this board. The vacancy was advertised and applications were received from the following: APPLICANT CATEGORY DIST ELECTOR ADV. COMM. Ronald J. Doino, Jr. Regular – Business 1 Yes Contractors Licensing Board (2012-present)*, Public Vehicle Advisory Committee (2008- 2012), Code Enforcement Board (2010-2012) *To avoid being in violation of Article II, Section 5(a) of the Florida Constitution, which prohibits dual office holding, Mr. Doino has been advised and accepts that should he be appointed to the Code Enforcement Board, that he will simultaneously resign from the Contractor’s Licensing Board. See attached email dated April 24, 2015. STAFF RECOMMENDATION : As a quasi judicial board no committee recommendation is required. Staff recommends that Mr. Doino be appointed to fill the remainder of a vacant term which shall expire on February 14, 2018. A recommendation memo is included in the backup to this item. FISCAL IMPACT : None. GROWTH MANAGEMENT IMPACT : None. RECOMMENDATION : That the Board of County Commissioners adopts the Staff Recommendation, and directs the County Attorney to prepare a resolution confirming the appointment. PREPARED BY : Jeffrey A.
