Recommendation to authorize a budget amendment to the Home Care for the Elderly agreement
between Collier County and the Area Agency on Aging for Southwest Florida, Inc. by transferring
funds between budget lines for FY 14-15.
OBJECTIVE : To provide uninterrupted support services to Collier County Services for Seniors (CCSS)
frail, elderly Home Care for the Elderly clients.
CONSIDERATIONS: A budget for the Home Care for the Elderly (HCE) grant award was approved by
the Board on September 23, 2014, Item 16.D.16. At that time, the Board approved an estimated budget of
$14,416 for Basic Subsidy funds, retained and directly administered by Area Agency on Aging for
Southwest Florida, Inc. (AAA). The end of the grant year is June 30, 2015, and projected expenditures in
basic subsidies are $12,084, a difference of $2,332, which is being reallocated to special subsidies. This
budget adjustment reflects fluctuations in the case workers’ client load and client services that routinely
result from the loss/addition of clients and increase/decrease in client service needs. Reallocation of
funding will allow Services for Seniors to provide case management and services based on current and
projected program needs. This program does not require matching funds. This increase does not change
the overall program funding,

*The HCE project includes Basic Subsidy that is retained and directly administered by AAA; this budget
line does not directly impact the County budget.
FISCAL IMPACT: Total grant award amount is $30,836. The funding source is the Florida Department
of Elder Affairs. The Board previously appropriated a budget for grant funding retained by the County in
Human Services Grant Fund 707, Project 33338 HCE. Staff has prepared a budget amendment to
recognize an increase of $2,332 in County administered grant funds, reducing the Grantor administered
funds by the same amount, with no change in the overall grant award.
GROWTH MANAGEMENT : There is no growth management impact from this recommendation.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action.
This item requires a majority vote for approval. - JAB

the HCE program between Collier County and the Area Agency on Aging for Southwest Florida, Inc.
