EXECUTIVE SUMMARY
Recommendation to approve a Partnership Agreement (PA) with the Rotary Club of
Marco Island, Florida Sunrise and Collier County; and to authorize Collier County to
purchase two Multi-use Bus Stop Shelters for the Copeland area located at Panther Park
and Lake Gloria.
OBJECTIVE: To have the Board of County Commissioner (Board) approve a Partnership
Agreement (the “Agreement”) with the Rotary Club of Marco Island, Florida Sunrise (the
“Rotary”), and Collier County; and authorize staff to purchase and install two multi-use bus stop
shelters for the Copeland area located at Panther Park and Lake Gloria as defined in the
Agreement.
CONSIDERATIONS: On February 24, 2015 (Agenda Item 16H2), the Board of County
Commissioners authorized the County Manager or his designee to bring back a partnership
agreement with the Rotary whereby the County would purchase and install two multi-use bus
stop shelters for the Copeland area located at Panther Park and Lake Gloria. The Copeland
Baptist Church indicated and would assume the future responsibility of the overall trash pick-up
and aesthetic maintenance of the shelter areas.
The residents of the Copeland Community along with the Copeland Baptist Church approached
Commissioner Fiala with a request to construct bus shelters to provide shaded rest areas for the
children and residents of the Copeland Community. Through the Agreement, Collier County
will collaborate with the Rotary to construct shelters with appropriate landscaping at Panther
Park and Lake Gloria. The Rotary will install the native landscaping surrounding each of the
multi-use bus stop shelters in accordance with Exhibit “B” to the Agreement. Although not a
party to the Agreement, the Copeland Baptist Church has indicated its willingness to voluntarily
oversee trash pick-up and maintenance of the immediate surrounding areas of the multi-use bus
stop shelters.
FISCAL IMPACT: Funds are available in the Road Maintenance Department operating budget
101-163620. The estimated cost for the site improvements will not exceed $10,000.
GROWTH MANAGEMENT IMPACT : There is no Growth Management Impact associated
with this Executive Summary
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: Recommendation that the Board authorizes a Partnership Agreement
with the Rotary Club of Marco Island, Florida Sunrise and authorizes staff to purchase and install
two multi-use shelters along with the cement slabs, benches, and trash receptacles for the
Copeland area located at Panther Park and Lake Gloria.
