Agenda 05/12/2015 Item #16A 8 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment totaling $176,000 within the Stormwater Capital Fund 325, moving $161,000 from Project Number 60094, Secondary System Repair and $15,000 from Project Number 51144, Stormwater Feasibility and Preliminary Design, to fund Project Number 60140, the Kirkwood Alley Stormwater Management project. OBJECTIVE: To obtain Board of County Commissioners Board approval to transfer funds within the Stormwater Capital Fund, from Project Number 60094, Secondary System Repair and Project Number 51144, Stormwater Feasibility and Preliminary Design, to Project Number 60140, Kirkwood Alley Stormwater Management. CONSIDERATIONS: The project site is located between Kirkwood Ave and Linwood Ave, and east of Commercial Drive, and is within the Bayshore Gateway/Triangle Community Redevelopment Area (CRA). Kirkwood Alley has a prominent area of lower ground elevation that causes chronic flooding to surrounding commercial properties during normal or slightly above normal rain events. No stormwater management collection or conveyance system exists in the alley. Stormwater flooding affects surrounding commercial properties and businesses, including a business that manufactures products for human consumption. After a precipitation event, rainwater remains in this low lying topography area for long periods of time, causing water stagnation, a major health hazard. The purpose of the Kirkwood Alley Stormwater Management project is to construct a stormwater management system to remediate this situation. In this regard, funds allocated within the Secondary System Repair, Project Number 60094 are intended for necessary stormwater management planning and execution on as-needed or contingency basis, such as in the case of the Kirkwood Alley Stormwater Management project. Additionally, the Kirkwood Alley Stormwater Management project insures that County Stormwater Program funding is focused on priority core initiatives developed as part of the Surface Water Management Business Plan that was approved by the Board on December 13, 2012. This project has also been coordinated with affected property owners, CRA staff and with the County’s Business and Economic Development staff. FISCAL IMPACT: Funding is available in Capital Fund 325 and is consistent with the FY15 Capital Budget approved by the Board on September 23, 2014. A budget amendment to obtain the required funds is being requested. The source of these funds is from the Stormwater Capital Ad Valorem. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issue, and requires majority vote for approval. –JAK GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals and objectives of the Drainage Sub-element of the Growth Management Plan.
