EXECUTIVE SUMMARY
Recommendation to appoint two members to the Immokalee Enterprise Zone Development
Agency.
OBJECTIVE: To appoint two members to the Immokalee Enterprise Zone Development Agency
(IEZDA) to seats expiring on April 4, 2019.
CONSIDERATIONS: The Immokalee Enterprise Zone Development Agency is a 13 member
committee created on March 28, 1995, by Ordinance 95-22 to induce private investment into
distressed areas to create economic opportunities and sustainable economic development for
designated areas. To permit Collier County to participate in this program, the Board of County
Commissioners nominated the Immokalee community to be considered by the Florida Department of
Commerce for Enterprise Zone designation in Resolution No. 95-248, approved March 28, 1995. As
part of the formal application for an Enterprise Zone, the State required that a committee consisting
of a broad base of citizens be established. The committee has representation from the Immokalee
Chamber of Commerce, financial or insurance entities, local businesses and residents, nonprofit
community-based organizations operating within the nominated area, local Workforce Development
Board, local code enforcement agency, and local law enforcement agency. This committee also
serves as the Immokalee Redevelopment Board. Terms are four years. A list of the current
membership is included in the backup.
There are currently four vacancies on this committee. Additionally, the current code enforcement
representative on this committee, Cristina Perez, is being reassigned out of the Immokalee area as of
May 4, 2015. and the new Immokalee District Supervisor for code enforcement will be Joseph
Mucha. The vacancies were advertised and applications were received from the following:

COMMITTEE RECOMMENDATION: That Ms. Halman be appointed to a four year term
expiring on April 4, 2019, and that Mr. Mucha be appointed to replace Cristina Perez as the local
code enforcement representative. A recommendation memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.
