EXECUTIVE SUMMARY Recommendation to approve the purchase of emergency dispatch enhancement equipment from Locution Systems,Inc.in the amount of$71,202 as well as the annual maintenance cost of$4,695,to approve the installation of the equipment by Communications International in the amount of $132,408, and to authorize waiver of competition in the best interest of the County. This Item is a Companion to Item 16.K.2. OBJECTIVE: To provide enhanced dispatch notification, including audio and visual notifications, at all EMS stations. CONSIDERATIONS: In 2013 the Collier County Sheriff's Office (CCSO) instituted an enhanced emergency dispatch and station alerting system through Locution Systems, Inc. The base system was purchased and installed by the Sheriff's Office at a cost of approximately $546,000. Locution is a two way station alerting system and an enhancement to the current VHF paging system (one way system) that is currently being utilized. Dispatchers will know if a station is "on line" as well as if a station was successfully alerted, as opposed to the VHF system which does not notify dispatchers if the page was received by the responding agencies. Locution also allows for dispatching of multiple calls at the same time, as opposed to one call at a time. Locution is separate from and an enhancement to the current 800 mHz two way radio communication system. Collier EMS has identified its needs to implement a comprehensive system in conjunction with the CCSO. For each Fire and EMS department to use the system, they are required to purchase a power supply, internet connectivity, the peripheral equipment and installation for each of their stations. Since each department and station has different needs and specifications, each department is responsible for paying for the peripheral equipment chosen by that department. Communications International has been identified by Locution Systems as the only company authorized to install Locution equipment. By contracting directly with Communications International, the County is realizing a significant savings, verses contracting with Locution for the installation by Communications International. The installation work will be awarded via Purchase Order. The equipment being purchased is specifically designed for compatibility with the Sheriff's Locution system. After this system is installed, it requires yearly maintenance in order to insure its proper operation. Locution Systems does all their own maintenance, and is the only factory authorized repair/maintenance dealer. This item is a companion item to the Settlement Agreement with the Florida Department of Health also on today's Consent Agenda. Pursuant to terms of Settlement Agreement, if approved by the Board, the County is required to commit to $231,493 expenditure for this project over the next year (within 365 days from execution of the Settlement Agreement). The Settlement Agreement requires a total expenditure of $231,493. This initial purchase of equipment, installation and first year's maintenance totals $208,305. Once the system is up and Packet Page -1826- 4/28/2015 16.E.3. operational, staff will reevaluate what further upgrades are required within the one year time period. Pursuant to Purchasing Ordinance 2013-069, Section 9B4, staff believes that it is in the best interest of the County to waive competition in order to be compatible with the CCSO, and fulfill the settlement requirements. Therefore, staff requests that the Board waives the Purchasing Ordinance and approves the purchase of emergency dispatch enhancement equipment from Locution Systems, Inc. in the amount of $71,202 as well as the annual maintenance cost of $4,695 and the installation of the equipment by Communications International in the amount of $132,408. FISCAL IMPACT: The current project cost is $208,305 (equipment $71,202, installation $132,408, annual maintenance $4,695). Funds for these purchases are available in EMS Funds 490 and 493. Provisions for the balance of $23,188 necessary to meet the terms of the Settlement Agreement in Companion Agenda Item 16.K.2 will be included in the FY16 EMS budget,Funds 490. GROWTH IMPACT: There is no Growth Management Impact resulting from this action. This automated alerting technology has been developed by Locution Systems specifically for alerting and dispatching fire station personnel. Additionally, Locution's hardware products, Station Control Unit (SCU) and Intelligent Audio Switch (IAS), are the only hardware products presently compatible with Locution's automated voice announcement system that provide full monitoring/test capability and audio muting capability required for complete operation of the system at the station level. To our knowledge, we are the only vendor that has access to information and programs required to maintain this system, and therefore we are the only vendor that has the ability to presently maintain this system. In addition, to our knowledge, we are the only authorized seller of the visual components used in the station alerting system in operation in Collier County.
