Agenda 04/28/2015 Item #16D 2 4/28/2015 16.D.2. EXECUTIVE SUMMARY Recommendation to allow staff to distribute bus passes and other promotional transit items for the purpose of promoting transit. OBJECTIVE: To educate the public about transit and provide more awareness of the benefits of using the Collier Area Transit system. CONSIDERATIONS: On February 9, 2010, the Board approved Resolution 2010-38, which declared a public purpose for the distribution of bus passes and other promotional transit items by Collier Area Transit for the purpose of promoting transit (Item 10D). The fiscal impact of the executive summary limited staff to distributing no more than 50 full fare daily passes (value of$4 per pass) not to exceed $200 per event. Other transit items to be distributed would not exceed $100 at any given event. The Public Transit & Neighborhood Enhancement (PTNE) staff have begun aggressively marketing the system and found that the type of pass is limiting our marketing efforts. Staff routinely attends events that are directed at elderly individuals who would qualify for a reduced fare daily pass. In addition, staff has begun advertising via radio and our partners have advised that our potential customers are reluctant to go to the radio station for a daily pass. PTNE staff is requesting flexibility in the number and type of passes that can be distributed at each marketing event. However, the total value of free passes distributed per event would not exceed $200, which is equal to the value previously approved by the Board under Resolution 2010-38. The distribution of passes is a great opportunity to give residents and visitors to Collier County a hands- on example of what CAT has to offer. The passes that are distributed at these events are monitored through our electronic farebox. When the passes are used, an evaluation will be conducted to determine the impact of ridership. FISCAL IMPACT: CAT plans to attend approximately 20 events annually. The bus passes to be distributed at these events will not exceed a total value of$200. Other transit items to be distributed will not exceed $100 at any given event. The maximum annual value of passes or other promotional transit items distributed will not exceed $6,000. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no Grown Management Impact associated with this Executive Summary. RECOMMENDATION: That the Board of County Commissioners authorizes staff to distribute a maximum value of$200 in bus passes and $100 in other promotion transit items per event for the purpose of promoting transit, with the total value of promotion items (passes and other promotional items) not exceeding$6,000 annually. RESOLUTION NO.2010- 38 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY DECLARING A PUBLIC PURPOSE FOR THE DISTRIBUTION OF BUS PASSES AND OTHER PROMOTIONAL TRANSIT ITEMS BY COLLIER AREA TRANSIT (CAT) FOR THE PURPOSE OF PROMOTING TRANSIT. WHEREAS, the Collier County Department of Alternative Transportation Modes (ATM) operates Collier Area Transit (CAT) as a Department of the Collier County Transportation Services Division; and WHEREAS, CAT serves as the public transit provider for Collier County, serving the Naples, Marco Island, and Immokalee areas; and WHEREAS, Collier County has been operating CAT since 2001 and the system has grown to providing service to over 1 million riders annually; and WHEREAS, the Alternative Transportation Modes (ATM) Department through CAT would like to educate the public about the Transit system and the benefits of using transit; and WHEREAS, from time to time CAT attends public events to educate the public about transit;and WHEREAS, the Board of County Commissioners of Collier County finds there is a compelling public purpose for CAT to distribute bus passes and other promotional transit items at public events for the benefit of the public and to promote awareness on the benefits of the use of public transit; and WHEREAS, the Board has the legal authority to adopt a resolution authorizing the distribution of bus passes and other promotional transit items to the public for valid and proper public purposes.
