Agenda 04/28/2015 Item #16A19 4/28/2015 16.A.19. EXECUTIVE SUMMARY Recommendation to approve a Transportation Post Project Maintenance Agreement with the Florida Department of Transportation (FDOT), for the maintenance of the sidewalk, signing and striping for crosswalks, and three transit shelter pads with associated deployment pads adjacent to portions of US 41 (SR 45) and Trail Boulevard upon completion of the FDOT improvements project, Financial Project No. 430873-1-32/52/62-01, and a Resolution authorizing the Chairman to sign the Agreement. OBJECTIVE: That the Board of County Commissioners (BCC) authorize the Chairman to sign a Transportation Post Project Maintenance Agreement with Florida Department of Transportation (FDOT). Upon completion of the FDOT improvement Project No. 430873-1-32/52/62-01, the County will be responsible for the maintenance of the sidewalk, signing and striping for crosswalks, and the three transit shelter pads with associated deployment pads adjacent to portions of US 41 (SR45)and Trail Boulevard. CONSIDERATION: FDOT has undertaken Financial Project No. 430873-1-32/52/62-01 and obtained approval for federal participation for the improvements adjacent to portions of US 41 (SR 45) and Trail Boulevard. The project extends from Sandpine Drive at the southern limit to the intersection of US 41 and Vanderbilt Beach Road at the northern limit. FDOT has agreed to construct this project and as such the only expense the county would incur would be the regular maintenance after the project's completion, as described in the attached Post Project Maintenance Agreement. FDOT will be responsible for maintaining that portion of the sidewalk within FDOT Right of Way. The Road and Bridge Maintenance Division and the Traffic Operations Division of the Growth Management Department will be responsible for the maintenance of the above mentioned improvements after completion by FDOT. Should the Board not authorize this Post Project Maintenance Agreement, FDOT will not be able to proceed with the improvements in Project No. 430873-1-32/52/62-01. FISCAL IMPACT: Roadway maintenance funding is budgeted in Transportation Services Fund (101) Traffic Operations cost center(163630) and Road and Bridge cost center(163620). Because maintenance of the subject location is an existing responsibility, it is estimated that upon completion of the project it will not require additional committed maintenance funding. GROWTH MANAGEMENT IMPACT: The requested intersection improvements are consistent with Growth Management objectives and produce no negative impact. LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for Board approval. - SAS RECOMMENDATION: That the Board of County Commissioners authorize its Chairman to sign the attached Transportation Post Project Maintenance Agreement with Florida Department of Transportation (FDOT)for the purpose of the post construction maintenance of the improvements adjacent to portions of US 41 (SR 45) and Trail Boulevard; and a Resolution memorializing the Board's approval of the Agreement.
