EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment of $82,400 to move funds in Stormwater
Capital Funds 325 from Project Number 51144, Stormwater Feasibility and Preliminary Design,to
Project Number 60139,Naples Park 110th Ave N and 107th Ave N.
OBJECTIVE: To receive Board of County Commissioners approval to transfer funds from
Project Number 51144, Stormwater Feasibility and Preliminary Design, to Project Number
60139,a new stormwater project known as Naples Park 110th Ave N and 107th Ave N.
CONSIDERATIONS: Naples Park community, which encompasses twenty-one (21) streets,
began developing in the 1950s. A system of roadside ditches was used as a stormwater runoff
collection. As units were developed, driveways were built with a culvert pipe to allow storm
water to flow under and through the driveways. Today, a significant number of these culverts
and piping within the community are undersized, at improper elevations, and/or have reached the
end of their typical life span and are in need of replacement. The Naples Park community has a
functioning main outfall system; however, the internal side street collection and conveyance
system is in poor condition. Based on staff knowledge, significant sections of streets within this
community experience chronic flooding during normal or slightly above average rainfall
conditions.
The objective of this project is to improve collection, treatment and conveyance of stormwater
runoff along the side streets by replacing culverts and reconstructing the roadside swales located
within the existing street right-of-way area.
The general plan for Naples Park community is to address stormwater management issues along
the twenty-one (21) streets within its area. Staff plans to approach the necessary stormwater
improvements by targeting one(1)to three(3) streets per fiscal year.
Currently, Collier County Public Utilities is planning on carrying out a water main and gravity
sewer replacement project along 110th Ave. and 107th Ave. This is a perfect opportunity for
Stormwater and Public Utilities to work together by coordinating efforts in order to reduce
construction costs and avoid multiple disturbances in the neighborhood.
Stormwater staff planned on requesting full funding to cover design and construction costs for
this project in FY16; however, Public Utilities has already commenced the design phase for its
water main and gravity sewer project. During the design phase, it is crucial for Stormwater to
work closely with Public Utilities in order to avoid potential scheduling conflicts and have 100%
design plans when all entities are ready for construction bidding. As such Stormwater is
requesting funding to cover design costs for this project in FY15.
A proposal for Professional Services, requested by staff,has been submitted by Q. Grady Minor
& Associates, and a Work Order has been drafted in the amount of $74,990.00 to complete
stormwater design for this project. A budget amendment is requested to transfer funds from
project number 51144 to project number 60139 within Stormwater Capital Fund 325. Staff has

analyzed current and future needs to be funded from project number 51144 to assure that this
budget amendment will not affect current and future financial commitments.
FISCAL IMPACT: A budget amendment in the amount of $ 82,400.00 is needed to move
funding from Project Number 51144 to Project Number 60139 within Stormwater Capital Fund
325. This amount includes a small contingency in the amount of$7,410.00 for unforeseen cost
in the project. Source of funds are Ad Valorem.
Based on the fact that the proposed stormwater improvement will be confined to the existing
county maintained right of way and in fact will be replacing existing and under functioning
facilities, it is anticipated that there would be no net change to the annual maintenance costs for
the stormwater improvements.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires
a majority vote for Board Approval. - SAS
GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals and
objectives of the Drainage Sub-element of the Growth Management Plan.
RECOMMENDATION: That the Board authorizes the necessary budget amendment, to transfer
$82,400.00 from Project Number 51144 to Project Number 60139 within Stormwater Capital
Fund 325.
