EXECUTIVE SUMMARY
Recommendation to award a construction contract to Douglas N. Higgins,Inc.for Bid No. 15-6388
-J&C Boulevard Phase II Outfall Improvements (Lee Ann Lane and Janes Lane from Elsa Street
to J&C Boulevard) Project No. 60182-5 funded by the Pine Ridge Industrial Park MSTU, in the
amount of$398,906.05 and reserve $40,000 on the purchase order for funding allowances, for a
total of$438,906.05.
OBJECTIVE: To award a construction contract for J&C Boulevard Phase II Outfall Improvements to
Douglas N. Higgins, Inc., in accordance with Bid No. 15-6388. The purpose of the project is to perform
drainage work,which will improve the overall drainage system of the Pine Ridge Industrial Park.
CONSIDERATIONS: The J&C Boulevard Improvements were approved by the Board of County
Commissioners (BCC) at the April 14, 2009, item 16B12. The preliminary cost estimate for the overall
J&C Boulevard project, at that time, was $1,215,000. The work began with an intersection improvement
on J&C Boulevard at Airport-Pulling Road in 2010, followed by roadway improvements on J&C
Boulevard from Taylor Road to Airport-Pulling Road, which was recently completed. The J&C
Boulevard Phase II Outall Improvements (Lee Ann Lane and Janes Lane from Elsa Street to J&C
Boulevard)will finish of all of the improvements in the area.
The current project includes construction of drainage improvements in the existing swales on both sides
of Lee Ann Lane and Janes Lane from Elsa Street to J&C Boulevard. It also includes improvements to
the existing ditch west of Janes Lane from south of Elsa Street to J&C Boulevard. The project is funded
n by the Pine Ridge Industrial Park Municipal Service Taxing Unit(MSTU).
The bid for the project was advertised on November 26, 2014, in the Naples Daily News. Over 2,185
notices were sent out and 73 bid packages were downloaded. No pre-bid meeting was held due to the
limited size and scope of work. Eight(8)bids were submitted on January 28,2015.
The following bids were received:

SAINC, Corporation. $441,883.55
Bonness,Inc. $489,286.26
Quality Enterprises USA,Inc. $491,456.65
Coastal Concrete Products,LLC $503,149.35
Mitchell& Stark Construction Company $530,702.47
Stage Door II, Inc. $552,108.79
Haskins,Inc. $606,348.36
The bids were reviewed by Purchasing and Transportation Engineering Division staff,in conjunction with
the project's design professional, Agnoli, Barber and Brundage, Inc. Staff recommends awarding the
contract to Douglas.N. Higgins, Inc., the lowest, responsive and qualified bidder. Higgins' bid is 8.83%
lower than the Engineer's Cost Estimate of$481,410.60.
FISCAL IMPACT: Funds in the amount of$438,906.05 are available in the Pine Ridge Industrial Park
MSTU fund 132, Project Number 60182. These improvements represent a minor change to the existing
facility and,therefore,will have a negligible effect to current facilities operations and maintenance.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: The J&C Boulevard Phase II Outfall Improvements Project
has no impact on the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners award a contract to Douglas N.
Higgins, Inc. for Bid No. 15-6388–J&C Boulevard Phase II Outfall Improvements (Lee Ann Lane and
Janes Lane from Elsa Street to J&C Boulevard),Project No.60182-5,funded by the Pine Ridge Industrial
Park Municipal Service Taxing Unit (MSTU) in the amount of$398,906.05 and reserves $40,000.00 on
the purchase order for funding allowances, for a total of$$438,906.05, and authorizes the Chairman to
execute the attached contract after final review and approval by the County Attorney's Office.
