EXECUTIVE SUMMARY
Recommendation to award a construction contract to Quality Enterprises USA, Inc., for Bid No.
15-6403 – Immokalee Road at Medical Boulevard/SW Health Parkway and Veterans Park Drive
Median Improvements Project No. 60016 in the amount of$214,585.32 and reserve $10,000 on the
purchase order for funding allowances,for a total of$224,585.32.
OBJECTIVE: To award a construction contract for the Immokalee Road at Medical Boulevard/SW
Health Parkway and Veterans Park Drive Median Improvements Project No. 60016 to Quality Enterprises
USA, Inc., in accordance with Bid No. 15-6403. The purpose of the project is to perform median
modifications work that will improve the operation and safety of the road.
CONSIDERATIONS: The In-House Safety Committee prioritized several capacity and safety
improvements projects throughout the county starting in the year 2012. The Immokalee Road at Medical
Boulevard/SW Health Parkway and Veterans Park Drive Median Improvements Project was at the top of
the priority list after the December 18, 2012 meeting. At a public meeting held on June 25, 2014, the
public expressed support for the proposed improvements.
The project will convert the existing westbound acceleration lane into an eastbound U-turn turn lane on
Immokalee Road at the Veterans Park Drive median. It will partially close the existing full median
opening on Immokalee Road at Medical Boulevard/SW Health Parkway to limit movements to only left
turns. Landscaping modifications within the project limits are also part of this project.
The bid for the project was advertised on January 23,2015 in the Naples Daily News. Over 1,882 notices
were sent out and 60 bid packages were downloaded. No pre-bid meeting was held due to the small size
of the project. Three(3)bids were submitted on February 14,2015.
The following bids were received:
Quality Enterprises USA,Inc. $224,585.32
Coastal Concrete Products,LLC $302,264.90
Ajax Paving $325,740.15
Bids were reviewed by Purchasing and Transportation Engineering Division staff. Staff recommends
awarding the contract to Quality Enterprises USA, Inc., the lowest, responsive and qualified bidder.
Quality's bid is 7.35%lower than the Engineer's Cost Estimate of$242,409.00.
FISCAL IMPACT: Funds in the amount of $224,585.32 are available in Transportation Capital
Improvement Project Number 60016 (Minor Turn Lane/Intersection Improvements). Source of funds is
gas tax. These improvements represent a minor change to the existing facility and, therefore, are not
expected to have an incremental cost impact to ongoing operations and maintenance.
LEGAL CONSIDERATIONS: This item is approved as to form and legality,and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: The Immokalee Road at Medical Boulevard/SW Health
Parkway and Veterans Park Drive Median Improvements Project has no impact on the Growth
Management Plan.

RECOMMENDATION: That the Board of County Commissioners approve a contract with Quality
Enterprises USA, Inc. for Bid No. 15-6403—Immokalee Road at Medical Boulevard/SW Health Parkway
and Veterans Park Drive Median Improvements Project No. 60016.19 in the amount of $214,585.32 and
reserves $10,000 on the purchase order for funding allowances, for a total of $224,585.32, and
authorizes the Chairman to execute the attached contract after final review and approval by the County
Attorney's Office.

SUBJECT: Bid 15-6403 — Immokalee Road at Medical Boulevard/SW Health Parkway and
Veterans Park Drive Median Improvements Bid Award Recommendation,
project No. 60016.19
We reviewed the bid tabulations of the subject bid and determined that there are no issues worth
considering in regards to the apparent low bid submitted by Quality Enterprises (QE).
We performed an analysis and compared the apparent low bid to the in-house cost estimate. The
low bid submitted by (QE) is approximately 7.35 % lower that our estimate. QE bid appears
reasonable and balanced. We are not aware of any outstanding performance issues or problems
with QE in current projects. Based on this information, we would like to recommend awarding
the contract to this company as the low bidder.
Our department is looking forward to working successfully with Quality Enterprises on this
project.
