Agenda 03/24/2015 Item #16E4 3/24/2015 16.E.4. EXECUTIVE SUMMARY Recommendation to remove the Goodland Fire District MSTU from consideration for alternative provision of fire service. OBJECTIVE: To continue the provision of fire services for the Goodland Fire District from the Marco Island Fire Department. CONSIDERATIONS: On December 9, 2014, the Board directed the County Manager to solicit proposals for provision of fire service to the County's (4) four Fire District MSTU's from the dependent and independent fire districts within the County. In accordance with that direction, a proposal request was sent to the Immokalee, North Collier, and Greater Naples Fire Districts as well as to the County's Bureau of Emergency Services. The due date for submissions was March 19, 2015. An informational meeting was held on February 26, 2015, at which time the agencies requested and the Procurement Division authorized an extension for submissions to April 16, 2015. Subsequent to that meeting, representatives of Marco Island City Council and the Marco Island Fire Department approached the County regarding the Goodland Fire District, which is served via Interlocal Agreement by the Marco Island Fire Department. Under the terms of this agreement, tax revenues collected net of costs to the Tax Collector and Property Appraiser and the Indirect Cost Allocation are remitted to Marco Island Fire Department in return for fire service. Call volume is relatively low, with fewer than 25 fire/rescue calls annually on average. Budgeted net revenue for the last five years is as follows: FY2011 $99,100 FY2012 $86,400 FY2013 $77,000 FY2014 $88,700 FY2015 $94,900 Marco Island is requesting that the Goodland Fire District be removed from consideration for alternative fire service provision. If this or any other change is granted by the Board, notification will be forwarded to the agencies that received proposal requests. FISCAL IMPACT: This action will have no impact on the County's budget. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. STAFF RECOMMENDATION: That the Board removes the Goodland Fire District MSTU from consideration for proposals for operations and management of the County's dependent fire districts.
